PARTICIPATORY PUBLIC POLICY FORMULATION CASE STUDY OF THE HEALTH CONSTITUTION IN NON SOMBOON SUBDISTRICT MUEANG BUENG KAN DISTRICT BUENG KAN PROVINCE

Abstract

The objectives of this research article were to 1) Study the process of formation of a practical sub-district health constitution; 2) Study the participation of people in Non Somboon Sub-District community in forming participative public policies; 3) Determining participatory public policies, case studies, health constitution, Non Somboon Sub-district Mueang Bueng Kan District Bueng Kan Province. The researcher uses qualitative research. The sample population consisted of the village headman, the village headman's assistant. Member of Non Somboon Subdistrict Administrative Organization Council Village Health Volunteer The people in the villages totaled 130 people. The research instrument was a group discussion, brainstorming by category management, and content analysis. Define the discussion issues related to the operation of the questionnaire. The data collection and data analysis were physical, mental, social, and intellectual.                   The results of the research revealed that 1) The formation process of a health constitution in Non Somboon Subdistrict; There is a specific group of health information that can express different opinions. Solve problems by using strengths, weaknesses, opportunities, and obstacles. And jointly consider opinions as learning attitudes of each person in practice, resulting in projects or activities to be done together for people in the sub-district to have good health; 2) Participation of people in the sub-district community. Non perfect in public policy making decisions about the use of resources for people to participate in planning. It can also respond to the development of the poor for the benefit of production, services, and public facilities. 3) 18 sections of participatory public policy have been established, thereby affecting the benefit acquisition and evaluation. In order to carry out the implementation in the community to achieve continuity and sustainability and should increase the coverage to other sub-district areas, as well as define the roles, duties, and responsibilities of the Tambon Statutes to be more clear.
