Abstract

The objectives of the research article were to: 1) study the needs of society and the need for legislative act, 2) study the role of civil society; Political system and government to legislative act, and 3) study the roles and duties of the National Assembly / Legislative Council in acting as the Legislative Head of State. The study was qualitative research method by using questionnaire and focus group were used purposive sampling. Key informants are those involved in legislative work including 1) general persons, consisting of the head Legislative Institute, organizations supporting the Institute of Parliament House of Representatives staff and the secretariat. And 2) Persons directly involved include the President of the Thai National Assembly (2017 - 2021) and senators of 10 persons. The data was analyzing content and summarizing as overview. The results was found that 1) The needs of society consisted of 5 aspects: 1.1) economy, 1.2) society, 1.3) politics, 1.4) security, 1.5) legal process, and the need for legislation is to live in a society requires rules and regulations. Enforcement method to control the society in order, set the rights and duties of the institution, 2) The role of civil society, society political and government system including 2.1) Members of the House of Representatives, drafting laws and controlling the administration of the state, 2.2) Senators Considering the draft law, 2.3) Civil society sign the law, and 2.4) the government listens to the opinions of those involved, analyzes the impact of the law in all aspects to be taken into consideration in the enactment process. And 3) The roles and duties of the Legislative Assembly consist of 5 roles: 3.1) People's Representative as a voice instead, 3.2) screening the draft law pushing for it to happen, 3.3) Supervision and audit, 3.4) Quality of operations giving advice and approval, and 3.5) the Legislative Head. Supervise meetings and discussions.
