บทคัดย่อ
การออกแบบสถานคุมขังภายหลังพ้นโทษดำเนินการภายใต้พระราชบัญญัติมาตรการป้องกันการกระทำความผิดซ้ำ พ.ศ. 2565 ซึ่งมุ่งแก้ไขและฟื้นฟูผู้กระทำความผิดร้ายแรงหลังพ้นโทษ โดยให้ความสำคัญกับการสร้างสมดุลระหว่างสิทธิของผู้พ้นโทษและการสร้างความเชื่อมั่นด้านความปลอดภัยให้กับสังคม งานวิจัยนี้ศึกษาถึงความต้องการในการใช้พื้นที่ของสถานคุมขังและวิเคราะห์แนวทางการฟื้นฟูผู้พ้นโทษเพื่อนำไปสู่การออกแบบสถานที่ที่เหมาะสมและไม่ให้ความรู้สึกเป็นเรือนจำ โดยใช้วิธีการวิจัย เช่น การสำรวจกรณีศึกษาทั้งเรือนจำและบ้านกึ่งวิถี การสัมภาษณ์ผู้เชี่ยวชาญ และออกแบบร่วมกันของผู้ที่เกี่ยวข้อง โดยเน้นแนวคิดการสร้าง “ภาวะปกติ” ให้กับผู้พ้นโทษ ซึ่งผลการวิจัยพบว่าการออกแบบสถานคุมขังภายหลังพ้นโทษจะต้องกำหนดให้ผู้พ้นโทษได้มีพื้นที่ส่วนตัว พื้นที่บำบัด พื้นที่ฝึกวิชาชีพ และพื้นที่สร้างความสัมพันธ์กับครอบครัว ผลงานออกแบบนี้สามารถใช้เป็นต้นแบบในการประยุกต์ใช้เพื่อออกแบบสถานคุมขังในอนาคตที่อาจจะช่วยลดจำนวนผู้กระทำผิดซ้ำได้
