Post-Release Confinement Facilities

Abstract

The design of post-release confinement facilities is operated under the Preventive Measures Against Repeat Offenders Act B.E. 2565 (2022), which aims to rehabilitate serious offenders after release. This legislation emphasizes the balancing between the rights of ex-offenders and building public safety confidence in society. This study examines spatial needs in confinement facilities and analyzes rehabilitation approaches for ex-offenders, aiming for appropriate designs that do not resemble traditional prisons. Case studies of prisons and halfway houses, interviews and focus groups with experts, and collaborative design sessions with stakeholders were employed, focusing on the concept of “normalcy” toward ex-offenders. The findings reveal that post-release confinement facilities should include private spaces, therapeutic areas, vocational training zones, and family interaction spaces. This proposed design can serve as a prototype for future confinement facilities, potentially reducing the recidivism rates.
