บทคัดย่อ
มาตรการตัดคะแนนจากใบอนุญาตขับขี่เป็นกลไกเชิงนโยบายที่รัฐนำมาใช้เพื่อเสริมสร้างวินัยจราจรและลดอุบัติเหตุบนท้องถนน อย่างไรก็ตาม การบังคับใช้มาตรการดังกล่าวยังคงเผชิญข้อจำกัดทั้งด้านโครงสร้าง ระบบ และการยอมรับของผู้มีส่วนได้ส่วนเสีย การศึกษานี้มีวัตถุประสงค์
(1) เพื่อศึกษาปัญหาและอุปสรรคในการปฏิบัติตามมาตรการควบคุมวินัยจราจรด้วยระบบตัดคะแนนจากใบอนุญาตขับขี่ และ (2) เพื่อเสนอแนวทางในการเพิ่มประสิทธิภาพการบังคับใช้กฎหมายดังกล่าว การวิจัยใช้ระเบียบวิธีวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลจากผู้ให้ข้อมูลสำคัญจำนวน 14 ราย แบ่งเป็น 3 กลุ่ม ได้แก่ เจ้าหน้าที่ภาครัฐ เจ้าหน้าที่จากองค์กรเอกชน และประชาชนผู้ใช้รถใช้ถนน โดยใช้การสัมภาษณ์เชิงลึก และวิเคราะห์ข้อมูลด้วยวิธีการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า
(1) การบังคับใช้มาตรการตัดคะแนนยังขาดความเข้มงวด มีข้อจำกัดด้านอุปกรณ์สนับสนุนและระบบฐานข้อมูลที่ไม่เชื่อมโยงกัน รวมถึงประชาชนยังขาดความรู้ความเข้าใจในมาตรการดังกล่าว
(2) ภาคเอกชนเห็นว่าการบังคับใช้ยังขาดการนำเทคโนโลยีมาประยุกต์ใช้และการประชาสัมพันธ์อย่างทั่วถึง ขณะที่ประชาชนมีความกังวลเกี่ยวกับความโปร่งใสและความเป็นธรรมของกระบวนการ
(3) แนวทางในการพัฒนาประกอบด้วยการเพิ่มความเข้มงวดในการบังคับใช้กฎหมาย การปรับปรุงโครงสร้างพื้นฐานด้านเทคโนโลยี การพัฒนาระบบตรวจสอบคะแนนผ่านแอปพลิเคชัน การสื่อสารประชาสัมพันธ์ผ่านช่องทางที่หลากหลาย และการปรับมาตรการให้เหมาะสมกับลักษณะของผู้ใช้รถแต่ละกลุ่ม และ (4) ข้อเสนอแนะเพิ่มเติม ได้แก่ การบูรณาการความร่วมมือระหว่างหน่วยงานที่เกี่ยวข้อง การเพิ่มบทลงโทษควบคู่กับแรงจูงใจเชิงบวก การใช้ระบบแจ้งเตือนแบบเรียลไทม์ การจัดอบรมสำหรับผู้กระทำผิดซ้ำ และการประชาสัมพันธ์มาตรการอย่างชัดเจนและต่อเนื่อง เพื่อเสริมสร้างความเข้าใจและความร่วมมือจากทุกภาคส่วนในการปฏิบัติตามกฎหมายควบคุมวินัยจราจรอย่างมีประสิทธิภาพ
