Strategies for Solving Narcotic Drug Problems Based on Power of Community Networking

Abstract
This policy research aims to (1) study the situations of narcotic drug problems in current Thai society (2) study the good practices of problem solving based on the power of community networking (3) draft strategies for solving narcotic drug problemsbased on the power of community networkingand (4) endorse the strategies. The researchwas divided into 4 steps. Step I: Study on situations related to narcotic drug problemsdocument analysis and in-depth interview with 7 key informants. The collected data were then analyzed via SWOT Analysis,TOWS Matrix, PESTEL and 7’s Mckinsey. Step II: Study on the good practices of how to solve problems under community networking via in-depth interview with dwellers living at 2 community sites.Step III: Draft the strategies for solving of narcotic drug problems under the communitynetworking. This was accomplished by future EDFR research technique with the 17 selected experts. Step IV: Propose and endorse the strategies.
This was implementedthrough a forum of policy meetings among 16 stakeholders and content analysis of the collected data.
he results revealed the following:
1. The current situation of narcotic drug problems in Thailand is known as the large market or gateway of narcotic drugs in regional areas. This relied on convenient facilities in the international transportation system, including border check points and natural channels along borders. Accordingly,Thailand has been subjected to the status of a narcotic drug transporting country.
2. Considering the good practices of solutions for narcotic drug problems based on the power of community networking,the roles of family and community were prioritized. On the basis of each community identity, education and social activitysupport for changing the mind and behaviorfor community reintegration must be emphasized.
3. The strategies for solving narcotic drug problems based on the power of community networking include vision,missions and 4 strategies as: (1) Strategy I: the manipulation of law measurementsenabling to prevent and solve the varying problems associated with narcotic drugs in Thai society. (2) Strategy II: the integrationof prevention and solving of drug problems on the basis of the power of community networking. (3) Strategy III: the enhancementof fundamental knowledge and the process development for the treatment and rehabilitation of drug addicts and users. (4) Strategy IV: the development of a system, mechanism and infrastructure that facilitate efficient performance. Finally,
4. In terms of the strategy proposal and endorsement, all the stakeholders agreed that the proposed strategies are correct, appropriate, and with the possibility to practice in real situations at the highest level.
