Abstract

Administrative measures are the use of the power of the State in Administrative Law as the Administration Organization for controlling governmental unit and entity to comply with administrative enforcement in consistence with Administrative Act which has an order for monetary compensation, performance, omission or other administrative orders according to Administrative Procedure Act B.E. 2539 by means of seizure, attachment, auction of properties and others under Civil and Procedure Code in the procedure prior to filing court suit and Execution Administrative of a Case according to system of the Administrative Court. However, due to the problem that mechanism of the use of Administrative measures according to system of the Administrative Court has not been successfully taken to apply with according to the purpose of law, as a result, it is necessary to develop a form of enforcement mechanism in the substance form to cover protection procedure for the rights of authorities, interested persons, people and using the discretion for consideration to be obviousness, transparency and fairness under the principle of legal state for the best benefit to the state efficiently
