วิธีค้นหาเหยื่อการค้ามนุษย์ในพื้นที่พิเศษ: กรณีศึกษาพื้นที่พักพิงชั่วคราวบ้านแม่หละ อำเภอท่าสองยาง จังหวัดตาก

ภายในพื้นที่พักพิงชั่วคราวบ้านแม่หละ พบว่ามีผู้หนีภัยจากการสู้รบที่เคยถูกค้ามนุษย์อาศัยอยู่จำนวนมาก แต่เนื่องจากพื้นที่ดังกล่าวเป็นพื้นที่พิเศษที่ยากแก่การเข้าถึง การค้นหาเหยื่อการค้ามนุษย์ภายในจึงเป็นการท้าทายอย่างยิ่ง ดังนั้น บทความนี้จึงมุ่งเสนอแนวทางการค้นหาเหยื่อการค้ามนุษย์ในพื้นที่พักพิงชั่วคราวบ้านแม่หละ โดยการศึกษาวิจัยตามระเบียบวิธีวิจัยแบบผสมผสานซึ่งประกอบด้วย 1) การวิจัยเชิงปริมาณด้วยการสำรวจกลุ่มตัวอย่างที่สุ่มจากประชากรที่อาศัยอยู่ในพื้นที่พักพิงชั่วคราวซึ่งมีอายุตั้งแต่ 15 ปีขึ้นไป จำนวน 430 คน และ 2) การวิจัยเชิงคุณภาพ ด้วยการประยุกต์เทคนิคการสืบสวนควบคู่กับการสัมภาษณ์เจาะลึกผู้หนีภัยจากการสู้รบที่คัดเลือกไว้จำนวน 27 คน ตามแนวทางสัมภาษณ์ที่สร้างขึ้น
ผลการศึกษา พบว่า การใช้วิธีการสำรวจระดับคุณภาพชีวิตของกลุ่มตัวอย่างประชากรที่ศึกษา ควบคู่กับเทคนิคการสืบสวนด้วยวิธีการใช้สายลับ เป็นวิธีการที่มีประสิทธิภาพในการคัดกรองเบื้องต้น ช่วยให้สามารถค้นหาเหยื่อการค้ามนุษย์ในพื้นที่พักพิงชั่วคราวบ้านแม่หละได้จำนวน 27 คน ส่วนวิธีการสัมภาษณ์เจาะลึกผู้ที่ผ่านการคัดกรองเบื้องต้น สามารถใช้ในการค้นหาเหยื่อการค้ามนุษย์ตามกฎหมายได้จำนวน 14 คน และการสัมภาษณ์เจาะลึกซ้ำ ช่วยคัดเลือกเหยื่อการค้ามนุษย์ตามขอบเขตการศึกษาที่จำกัดเฉพาะการค้ามนุษย์ที่มีต้นทางจากพื้นที่พักพิงชั่วคราวได้จำนวน 9 คน ผู้เขียนมีข้อเสนอแนะว่า การวิจัยที่เชื่อมโยงปัจจัยทางสังคม คุณภาพชีวิต และประเด็นปัญหาด้านการค้ามนุษย์ควรใช้การบูรณาการวิธีวิทยา เพื่อเปิดพื้นที่ใหม่ของการให้คำจำกัดความ การกำหนดประเด็นปัญหา และการค้นหากลุ่มเป้าหมาย เพื่อป้องกันการด่วนสรุปข้อค้นพบ ที่เกิดจากการใช้วิธีวิทยาที่ทำให้ง่าย
