โครงสร้างอุปถัมภ์ในประเทศไทย: ทศวรรษแห่งการต่อสู้เรื่องอำนาจหน้าที่และปัญหาในการกำกับดูแลองค์กรปกครองส่วนท้องถิ่นไทย

บทความนี้เป็นการศึกษาและวิเคราะห์ปัญหาเกี่ยวกับการอำนาจหน้าที่และการกำกับดูแลองค์กรปกครองส่วนท้องถิ่นของไทย จากการศึกษาพบว่าแม้ว่าจะมีการกระจายอำนาจไปยังองค์กรปกครองส่วนท้องถิ่นมานานหลายทศวรรษ แต่ยังคงมีปัญหาอำนาจหน้าที่ขององค์กรปกครองส่วนท้องถิ่นและปัญหาในการกำกับดูแลที่สำคัญใน 5 มิติ ได้แก่ ปัญหาเชิงโครงสร้างขององค์กรปกครองส่วนท้องถิ่น อำนาจหน้าที่ของท้องถิ่นในการจัดทำบริการสาธารณะ การบริหารงานบุคคลของท้องถิ่น การคลังท้องถิ่น และการมีส่วนร่วมของประชาชน ผลจากการศึกษาในการศึกษาวิจัยนี้พบว่า ปัญหาทั้งห้าประการนี้เกิดจากโครงสร้างและปัจจัยอื่น ๆ ซึ่งนำมาซึ่งปัญหาดังกล่าว
