การใช้หลักธรรมาภิบาลเพิ่มประสิทธิภาพ ในการจัดสรรทุนวิจัยของประเทศ

บทความนี้มีวัตถุประสงค์เพื่อสร้างกรอบการบริหารจัดการเพื่อปรับปรุงประสิทธิผลของงานวิจัย สาธารณะโดยใช้หลักธรรมาภิบาล ตัวแบบที่สร้างขึ้นได้จากการทบทวนวรรณกรรม และคัดเลือกเอกสาร ที่เกี่ยวกับกระบวนการให้ทุนสนับสนุนการวิจัยจำนวน 6 ฉบับ ในการสร้างกรอบการบริหารจัดการกระบวนการ ให้ทุนสนับสนุนการวิจัยสำหรับหน่วยงานที่ใช้เงินทุนรัฐบาลจัดสรรทุนวิจัย งานวิจัยนี้ได้บูรณาการกรอบแนวคิด และสรุปได้ 12 ประเด็น ประกอบด้วยคำถามและหลักการชี้แนะเพื่อเป็นแนวทางการบริหารจัดการ 55 ข้อสำหรับการประเมินโครงสร้างการบริหารจัดการ โดยใช้สำนักงานคณะกรรมการส่งเสริมวิทยาศาสตร์ วิจัยและนวัตกรรม (สกสว.) ประเทศไทย เป็นกรณีศึกษา ระดับการจัดการและการดำเนินงานขององค์กร ได้รับการประเมินโดยใช้กรอบงาน “แนวทาง-ปรับใช้-ผลลัพธ์-ปรับปรุง (ADRI)” ของ Curtin โดยมีคะแนน แบ่งออกเป็น 6 ระดับ คะแนนที่ต่ำกว่า 5 บ่งบอกถึงโอกาสในการปรับปรุงองค์กร
