บทคัดย่อ
บทความวิชาการนี้ ผู้เขียนจะอธิบายถึง 1) การกำหนดคุณลักษณะเฉพาะไม่ชอบด้วยกฎหมาย 2) การกีดกันผู้เสนองาน และ 3) แนวทางปฏิบัติการกำหนดรายละเอียดหรือคุณลักษณะเฉพาะในร่างขอบเขตงาน องค์ความรู้จากบทความนี้จะเป็นประโยชน์แก่นักวิชาการพัสดุ ผู้บริหารสถานศึกษาภาครัฐ ตลอดจนผู้มีส่วนเกี่ยวข้องในการปฏิบัติงานด้านพัสดุในสถานศึกษาภาครัฐ ซึ่งสามารถนำไปใช้เป็นแนวทางปฏิบัติการกำหนดรายละเอียดหรือคุณลักษณะเฉพาะในร่างขอบเขตงานต่อไป
