Abstract
The objectives of this research were to study 1) the level of factors affecting personnel management, 2)the level of personnel management efficiency of educational institution administrators, 3) the factors affecting the efficiency of personnel management in basic education institutions, and 4) the guidelines for improving the efficiency of personnel management in basic education institutions of educational institution administrators under the Pathum Thani Primary Educational Service Area Office 1. The population of this research is the government’s teachers in educational institutions under the Office of Pathum Thani Primary Educational Service Area 1, the total number of 1,617 people that was selected 320 people to be the sample. The sample size was calculated by using Taro Yamane's formula, and the proportion was divided by the trio canonical comparison to define a sample by simple random. The research instruments were questionnaires, 5 levels of estimation with 0.988 confidence values and an interview form. The statistics that were in this research were frequency, percentage, mean, and standard deviation. The results of the research were as follows: 1) the level of factors affecting personnel management that it was at a high level, 2) the level of personnel management efficiency, 3) factors affecting the efficiency of personnel management include the nature of work which performance appraisal affect the efficiency of personnel management with statistical significance at the .05 level in terms of performance. The role of the administrator of the educational institution affect the efficiency of personnel management statistically significant at the .01 level. The motivation did not affect the efficiency of personnel management at the level of statistical significance, 4) and the guidelines for increasing the efficiency of personnel management in basic education institutions of educational institution administrators under the Pathum Thani Primary Educational Service Area Office 1. Administrators should use good governance when considering personnel performance and using the principle of participation for personnel to participate in the administration of educational institutions.
