ทัศนคติและการรับรู้ของประชาชนต่อการกู้ยืมเงินระยะยาวของ องค์การบริหารส่วนตำบล: กรณีศึกษาองค์การบริหารส่วนตำบลในจังหวัดมหาสารคาม

Abstract

บทความนี้เสนอผลเบื้องต้นจากการศึกษาทัศนคติและระดับการรับรู้ของประชาชนต่อการกู้ยืมเงินขององค์การบริหารส่วนตำบล ซึ่งตามกฎหมายในปัจจุบันองค์การบริหารส่วนตำบลไม่มีอำนาจและแนวทางในการกู้จากแหล่งเงินทุนที่เป็นสถาบันการเงินพาณิชย์และกองทุนต่าง ๆ ข้อมูลที่ใช้ในการวิจัยครั้งนี้ ได้จากการสัมภาษณ์กลุ่มตัวอย่างประชาชนที่สุ่มเลือกมาจากพื้นที่ขององค์การบริหารส่วนตำบล 3 แห่ง ในเขตจังหวัดมหาสารคาม จำนวนทั้งสิ้น 450 คน

ผลการศึกษาพบว่า ประชาชนกลุ่มตัวอย่างมากกว่าร้อยละ 50 เห็นด้วยกับการตรากฎหมายให้อำนาจ ในการกู้ยืมเงินแก่ อบต. และความจำเป็นในการก่อหนี้ระยะยาว โดยเฉพาะการนำเงินกู้มาใช้จ่ายในโครงการปรับปรุงและพัฒนาโครงสร้างพื้นฐาน นอกจากนี้หากมีการแก้ไขกฎหมายให้ อบต. กู้ยืมเงินได้ประชาชนกลุ่มตัวอย่างเห็นว่า อบต. จำเป็นที่จะต้องทำการประชาสัมพันธ์เพื่อให้ประชาชนรับรู้ในข้อมูลเกี่ยวกับระบบงบประมาณของ อบต. ทั้งนี้เพราะในปัจจุบัน กลุ่มตัวอย่างประชาชนแทบทั้งหมดไม่ทราบนโยบาย และงบประมาณของ อบต. ดังนั้น หากในอนาคตมีการออกระเบียบให้อำนาจในการกู้ยืมเงินแก่องค์การบริหารส่วนตำบล ประชาชนควรจะต้องได้เข้ามามีส่วนร่วมในทุกกระบวนการของงบประมาณเงินกู้ขององค์กรปกครองส่วนท้องถิ่น

Citizens’ Attitudes and Perceptions toward Subdistrict Administrative Organizations’ Long-term Borrowing: A Case of Subdistrict Administrative Organizations in Mahasarakham Province

This article reports the results of a preliminary study designed to assess citizens’ attitudes and perceptions towards long-term borrowing among subdistrict administrative organizations (SAOs) in Thailand. Currently, the SAOs do not have the legal authority to incur long-term debt from commercial banks and other financial institutions. A survey questionnaire was used to collect primary data from 450 citizens in three subdistrict administrative organizations in Mahasarakham province.

Based on this study, more than 50 percent of the respondents agreed with giving legal authority to the SAOs to incur long-term debt for public works and capital improvement projects. Most respondents pointed out that the SAOs must regularly communicate with their constituents, particularly with regard to the budget and financial management process. However, the respondents reported that they did not have adequate information about their SAOs’ budget and financial policy. Thus, while the respondents agree that giving legal authority to the SAOs to borrow is necessary and appropriate, they strongly believe it is necessary for ordinary citizens to have access to the local governments’ budgetary and financial management process.
