วิทยุชุมชนกับการพัฒนาทางการเมืองท้องถิ่น (Community Radio and Local Political Development)

Abstract

บทความนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของสื่อวิทยุชุมชนในพื้นที่ตำบลพระลับ ตำบลโคกสี และตำบลบึงเนียม อำเภอเมือง จังหวัดขอนแก่น ซึ่งมีการเคลื่อนไหวของการเมืองภาคประชาชน ตั้งแต่วิกฤติการณ์ทางการเมืองในช่วงปี พ.ศ. 2551-2553 จวบจนปัจจุบัน โดยผู้วิจัยใช้วิธีการสัมภาษณ์เชิงลึกผู้บริหารท้องถิ่น ข้าราชการท้องถิ่น ตัวแทนภาคประชาชน และสื่อมวลชนท้องถิ่น จำนวน 25 คน จากการศึกษานี้พบว่า วิทยุชุมชนในพื้นที่ศึกษามีการนำเสนอข้อมูลข่าวสารเกี่ยวกับกิจกรรมทางการเมืองระดับชาติและสิทธิเสรีภาพตามรัฐธรรมนูญเป็นส่วนใหญ่ซึ่งส่งผลให้ประชาชนในพื้นที่ความตื่นตัวทางการเมืองสูง โดยเฉพาะในเรื่องสิทธิการเลือกตั้งและเสรีภาพในการชุมชนทางการเมืองแต่ทว่าสื่อวิทยุชุมชนยังไม่มีการให้ข้อมูลเกี่ยวกับการปกครองท้องถิ่นและไม่มีการกระตุ้นให้เกิดการสานเสวนาในกลุ่มประชาชนที่มีทัศนคติและมุมมองทางการเมืองที่แตกต่างกันเพื่อนำไปสู่การแก้ไขปัญหาความขัดแย้งในชุมชนอย่างยั่งยืนCommunity Radio and Local Political Development

This article examines the roles of community radio in Pra-Larb, Kok-Sri, and Bueng-Niam subdistricts in Muang Khon Kaen district. These three (3) subdistricts have experienced a heightened level of political activism since the national political crisis that began in 2008. In this study, the researchers conduct in-depth interviews with 25 local politicians, local bureaucrats, citizen representatives, and local journalists.

This research finds that community radio stations in the three (3) subdistricts provides local citizens with information about national politics and essential constitutional rights and liberties. As a result, the local citizens have become politically active, especially in terms of their voting behavior and participation in political protests. However, the community radio stations do not provide sufficient information on issues related to local governance. Neither do they make enough efforts to stimulate and support deliberative decision-making procedures, which can lead to sustainable conflict management solutions.
