การวิเคราะห์งบประมาณด้านสาธารณสุข ของเทศบาลนครเชียงใหม่ (An Analysis of Budgets for Public Health Services of Chiangmai City Municipality)

Abstract

บทความนี้เสนอผลการวิเคราะห์งบประมาณด้านสาธารณสุข ของเทศบาลนครเชียงใหม่ โดยใช้ข้อมูลจากเทศบัญญัติงบประมาณรายจ่ายย้อนหลัง 5 ปี (ปีงบประมาณ พ.ศ.2549 ถึง2553) ผลการวิเคราะห์ พบว่า เทศบาลนครเชียงใหม่ ได้จัดสรรงบประมาณเพื่อการสาธารณสุขน้อยมากเฉลี่ยเพียงร้อยละ 8.3 ของยอดงบประมาณทั้งหมดประมาณหนึ่งพันล้านบาท ในจำนวนนี้มากกว่าครึ่งหนึ่ง (64.0%) ได้ใช้จ่ายเป็นเงินเดือนและค่าตอบแทนของบุคลากร งบประมาณในส่วนที่เหลือส่วนใหญ่ถูกใช้เพื่อการรักษาพยาบาล ทำให้เหลืองบประมาณเพื่อการส่งเสริมสุขภาพน้อยมาก และในอนาคต งบประมาณด้านสาธารณสุขมีแนวโน้มที่จะลดลง

An Analysis of Budgets for Public Health Services of Chiangmai City Municipality

Based on data from the approved budgets for the years 2006 to 2010, this paper presents the results of an analysis of approved budgets for public health services in Chiang Mai Municipality.  It is clear from the analysis that Chiang Mai Municipality appropriated only a small proportion (averaging 8.3%) of its total budget of nearly one billion baht for public health services.  Of this small amount, more than half (64%) was spent for stipends and remuneration.  Of the entire budget spent for health services, most was allocated for curative cares, leaving only a very small proportion for preventive care and health promotion.
