Development of Competency-based Learning Activity Packages to Promote Reading Literacy among Basic Education Students

Abstract
This research aimed to 1) study the current problems and needs assessment in developing reading literacy, and 2) develop and examine the effects of competency-based learning activity packages on reading literacy among basic education students. The packages integrated the SMART Teaching approach and Kolb’s (1984) experiential learning cycle for students from Grade 1 to Grade 12. The study employed a synthesized mixed-methods design based on action research across 10 grade levels, utilizing a collaborative three-phase structure: user experience and needs assessment analysis of teachers and students, prototype design and development of the activity packages, and evaluation with reflection. The key informants were teachers and students from each grade level. The research instruments included the learning activity packages, a PISA-framework-based reading literacy test, a user experience survey, and reflection logs. The instruments were validated with an index of item-objective congruence (IOC) ranging from 0.67 to 1.00 and reliability coefficients between 0.81 and 0.89. Data were analyzed using the t-test and content analysis. The findings showed that: 1) Students across all grade levels experienced a state of being able to read but lacking literacy; learners could decode words fluently but lacked competencies in interpreting and evaluating texts according to the PISA framework. 2) The studied areas required a structured reading competency system continuous with age groups. 2Students across all grade levels achieved statistically significantly higher post-test mean scores in reading literacy than pre-test scores at the .05 level. The achievement gaps between high-ability and low-ability students.
