Abstract

Local administration is a concept of decentralizing power and authority from the central government to the local people to administer, manage and solve their own problems because no one would know the nature of problems and local needs better than themselves. Moreover, this would allow people in the area to govern and administer themselves for the greater benefits of the local people. This empowerment is partially distributed. For example, they have the authority to collect their own income or taxes. The enactment is allowed and must not be contrary to the constitutional law. They also are allowed to elect a representative to represent themselves through the election or dismiss those representatives by referendum. However, some authorizations must first be agreed or approved by the central or the regional administration. For example, the enactment of provisions for the annual expenditure budget must first be agreed by the provincial governor. Moreover, any transfers or amendments to the budgets or projects must also be notified to the provincial administration.
