Abstract

This research was aimed to study problems in the business on drinking water production from dispenser and promoting businesses on drinking water production from dispenser to get licenses in Bangkok. Using action research methods by exploring the problem, analyzing related legal issues, develop a guideline for District Officers, stakeholders brainstorming seminar, follow up and evaluate the performance after implementing the guidelines. The data were analyzed using descriptive statistics and percentages. The results of the study revealed that business on drinking water production from dispenser has problems regarding regulatory guidelines, licensing and the licenses fee rate is inconsistent with the size of the business. A survey in April 2018 found that licensed establishments accounted for 2.35% and the results of the survey in May 2019 after implementing the guideline for District Officers found that number of licenses was increased to 94.27%. The results of drinking water quality from dispenser were not contaminated with coliform bacteria since September 2018.  Therefore, the participation of entrepreneurs and the rate of fees that operators consider to be fair, contribute to the success of government operations.
