บทบาทของผู้นำชุมชนในการมีส่วนร่วมสร้างความมั่นคงตามแนวชายแดนไทย-กัมพูชา กรณีศึกษา อำเภอกันทรลักษ์ จังหวัดศรีสะเกษ

Abstract

การวิจัยนี้ มีวัตถุประสงค์ ศึกษาบทบาทของผู้นำชุมชน  เงื่อนไขที่เกี่ยวข้องกับบทบาทของผู้นำชุมชนการเตรียมความพร้อมของผู้นำชุมชนและสมาชิกชุมชนในภาวะปกติ  สัมพันธภาพระหว่างชุมชนในภาวะปกติกับภาวะตึงเครียดของชุมชนตามแนวชายแดน  และแนวทางการพัฒนาบทบาทของผู้นำชุมชนในการมีส่วนร่วมสร้างความมั่นคงตามแนวชายแดนไทย-กัมพูชา เป็นการวิธีวิจัยเชิงคุณภาพ โดยการสัมภาษณ์ผู้ให้ข้อมูลที่สำคัญ จำนวน 32 คน และสนทนากลุ่ม จำนวน 10 คน และตรวจสอบข้อมูลด้วยเทคนิคสามเส้า ผลการศึกษา พบว่า

บทบาทของผู้นำชุมชน ได้แก่ 1) เมื่อเกิดสถานการณ์ความไม่มั่นคงตามแนวชายแดน มีบทบาทสนับสนุนช่วยเหลืออำนวยความสะดวก  ดูแลให้เกิดความสงบเรียบร้อย สร้างขวัญกำลังใจ ประสานงาน และรับข้อมูลข่าวสาร 2) สถานการณ์ปกติ ช่วยเหลือ ประสานงาน ติดตามข้อมูลข่าวสารประชุมกับประชาชนทุกเดือน และรายงานสถานการณ์ในชุมชนต่อหน่วยงานราชการเพื่อทราบเงื่อนไขที่เกี่ยวข้องกับบทบาทของผู้นำชุมชนได้แก่ 1) ความร่วมมือของประชาชน 2) การจัดสรรงบประมาณของหน่วยงานรัฐ 3) นโยบายของรัฐ 4) ขวัญกำลังใจของผู้นำ 5) ความศรัทธาตัวผู้นำ 6) การประชาสัมพันธ์ที่ดี 7) การแลกเปลี่ยนเรียนรู้ระหว่างผู้นำ 8) ความสามัคคีและ 9) การทำงานร่วมกับเครือข่าย การเตรียมความพร้อมของผู้นำชุมชนและสมาชิกชุมชนในภาวะปกติ ได้แก่ 1) ผู้นำชุมชน ประกอบด้วย สร้างความเชื่อมั่นให้กับประชาชน จัดทำแผนการเพื่อพัฒนา เชื่อมความสัมพันธ์กับผู้นำตามแนวชายแดน 2) สมาชิกชุมชน ประกอบด้วย เตรียมความพร้อมตามที่ผู้นำได้ชี้แนะ  รับการอบรมตามที่หน่วยงานรัฐเข้ามาพัฒนา ปฏิบัติตามกฎระเบียบอย่างเคร่งครัด  สัมพันธภาพระหว่างชุมชนในภาวะปกติกับภาวะตึงเครียดได้แก่  1) ภาวะปกติ ประกอบด้วยดำเนินชีวิตตามปกติตามวิถี รับฟังข้อมูลข่าวสารอยู่เสมอ เตรียมความพร้อมในการพัฒนากับหน่วยงานต่างๆ 2) ภาวะตึงเครียดประกอบด้วยมีความสามัคคี ปฏิบัติตามแผนการอพยพ เชื่อในตัวผู้นำและปฏิบัติตาม  ร่วมมือกับหน่วยงานของรัฐ  แนวทางการพัฒนาบทบาทของผู้นำชุมชนในการมีส่วนร่วมสร้างความมั่นคง พบว่า 1) สร้างความสัมพันธ์ที่ดีระหว่างผู้นำและสมาชิกในชุมชน 2) พัฒนาผู้นำให้มีความรู้เกี่ยวกับกฎหมาย 3) แสวงหาแนวทางการพัฒนาหมู่บ้าน 4) ภาครัฐให้ความรู้ด้านกฎหมายแก่ประชาชน 5) ประชุมแลกเปลี่ยนความคิดเห็นระหว่างผู้นำชุมชนชายแดนให้เกิดความสัมพันธ์ที่ดีอย่างต่อเนื่อง 6) หน่วยงานทหารควรเข้าร่วมมือสร้างความสัมพันธ์ 7) สร้างขวัญกำลังใจให้กับผู้นำ 8) ภาครัฐจัดให้มีการประชุม/อบรม/สัมมนาร่วมกันระหว่างผู้นำชุมชนชายแดนไทย-กัมพูชาเพื่อลดความหวาดระแวง 9) พัฒนาผู้นำด้านสุขภาพกายใจและ 10) สร้างเครือข่ายความร่วมมือทั้งภาครัฐและภาคเอกชน

This study aims to study on the roles of community leaders in aspects related to their preparedness in normal situation; the community relationship among Thai- Cambodian Border in tensional situation, and develop ways to enhance the role of community leaders on security establishment among Thai-Cambodian border. The study used qualitative method together with in-depth interview on 32 participants’focus group, and implemented triangulation technique as methodology. The results of the study are the following:

First, the roles of community leaders; 1) during tensional situation, community leaders have to support people in their community to motivate, coordinate, and dissimilate news from government; 2) during normal situation, community leaders have to support people in their community, coordinate, follow-up news, arrange annual meeting and report situation in their community to the government. Second, the conditions related to the roles of community leaders in security establishment along Thai-Cambodian Borders are as follows: 1) the people’s participation; 2) budget funding from governmental units; 3) state policy;
4) leaders’ motivation; 5) the people’s faith in the leaders; 6) good public relation; 7) knowledge sharing amongst the leaders; 8) solidarity; and 9) connection. Third, the preparedness of community leaders and members in normal situations along Thai-Cambodian Borders showed; 1) the building up people’s confidence, setting up development plans, making and strengthening good relationship among leaders along the borders; 2) the getting ready according to the leaders’directions, attending training courses developed by governmental units and seriously acting in compliance with regulations. Finally, The guidelines to develop the roles of community leaders in security establishment participation along Thai-Cambodian Borders showed that: 1) building up good relationship between leaders and members; 2) conducting meetings with leaders to offer knowledge related to the laws; 3) searching for village development guidelines; 4) the government providing the people with knowledge related to the laws; 5) continuously conducting meetings among border community leaders to build better relationship and security; 6) military units participating into building the relationship; 7) building up motivation for leaders; 8) governmental units holding participatory seminars between border community leaders to reduce suspicion; 9) developing leaders physically and mentally and 10) setting up networks between the governmental and private sectors.
