Factor of Human Resource Development: Case Study of Surat Thani Hospital

Abstract

The objectives of this study were: 1) to study the work behavior of personnel in Surat Thani Hospital; 2) to analyze the problems and significant drivers of human resource development of Surat Thani Hospital; and 3) to explore efficient guidelines on drivers of human resource development of Surat Thani Hospital.This study was a mixed-method study, which quantitative data were collected by a questionnaire from a sample of 400 personnel of Surat Thani Hospital; moreover, qualitative data were collected by an in-depth interview from a sample of five administrators of Surat Thani Hospital.


               The research findings were as follows. The work behavior of personnel in Surat Thani Hospital was in a high level in all aspects ranked in descending order: personality development, responsibility and work development, self-development, and knowledge acquisition. In addition, the problems in terms of drivers of human resource development of Surat Thani Hospital were in regard to availability and number of personnel, insufficient budget and equipment, heavy workload, and lack of attention from directors towards developing the performance of subordinates. Besides, the drivers of human resource development comprised six components, including 1) personnel and budget management 2) management 3) materials and equipment 4) planning 5) operation and 6) monitoring and improvement, which could be developed as a model for driving human resource development is (PM)2 involving planning, performance, management and monitoring and improvement.
