การพัฒนาสังคมจีนด้วยความคิดสร้างสรรค์ ท่ามกลางการปฏิรูปเชิงลึกและเชิงกว้าง: การคาดการณ์และวิเคราะห์สังคมจีนในปี พ.ศ.2556-2557

บทคัดย่อ

บทความนี้เป็นการวิเคราะห์ข้อมูลดังนี้ 1) สถานการณ์ภาพรวมของการพัฒนาสังคมจีนในปี พ.ศ. 2556  2) สภาพปัญหาที่มีปรากฏอยู่ในปี พ.ศ. 2556 และ 3) แนวโน้มและข้อเสนอแนะเชิงนโยบายการพัฒนาสังคมจีนปี พ.ศ. 2557 โดยผู้เขียนประมวลเนื้อหาข้อมูลจากหนังสือจีนBlue Book of China’s Society และเอกสารรายงานการปฏิบัติงานของรัฐบาลที่มีต่อสมัชชาผู้แทนประชาชนจีนทั่วประเทศ เมื่อเดือนมีนาคม 2557 แล้วทำการศึกษาวิเคราะห์ประเด็นดังกล่าว

ในปีพ.ศ.2556 ประเทศจีนได้ก้าวเข้าสู่ยุคแห่งการปฏิรูปเชิงลึก  กล่าวโดยภาพรวมคือ ไม่ว่าจะเป็น นโยบายการปรับเปลี่ยนโครงสร้าง  การส่งเสริมเศรษฐกิจให้เติบโตอย่างมั่นคงและการส่งเสริมการพัฒนาทางสังคมที่ประสบความสำเร็จในระดับต้น  อย่างไรก็ตามการพัฒนาที่ไม่สมดุลและปัญหาที่เกิดขึ้นต่าง ๆ ยังคงมีอยู่  ไม่ว่าปัญหารายได้ต่ำ ราคาสินค้าสูง ปัญหาการจ้างงานเป็นต้น

ปี พ.ศ. 2557  ซึ่งเป็นปีแห่งการปฏิรูปนี้ ยังคงดำเนินนโยบายว่าด้วยการควบคุมของรัฐเชิงมหาภาคทั้งระดับกำลังการผลิต ระดับการเข้าถึงกลุ่มเป้าหมายและทิศทางของการพัฒนาเพื่อให้การพัฒนาของสังคมจีนยังคงอยู่ภายใต้การควบคุมของภาครัฐ เพื่อให้ประชาชนมีชีวิตความเป็นอยู่ที่ดีมากยิ่งขึ้น ซึ่งมีความสำคัญอย่างมากต่อการพัฒนาสังคมจีน

Abstract       

This article aims to 1) study the achievements and problems of the development of Chinese society in 2013 , 2) to predict and analyze the development of Chinese society in 2014 3) to be useful on academic aspect for defining the strategies on  social development in Thailand. This article uses qualitative research approach by studying the documents which consist of published Chinese books and official reports to the General Assembly of representatives of China in March 2014.

Since 2013, China has stepped into the era of reform deeply and widely. Chinese government’s policy emphasize on the economic structural reforming.  Chinese government try to Promote sustainable economic growth and social development. However, the development is not balanced and there are many problems such as Low-income, high consumption and employment to be solved.  

For the year 2014, Government will continue to strengthen macro-control and to  make efforts in social security and quality of life. For the Chinese government, the most crucial task is to vigorously innovative good governance and to promote social harmony and stability.
