The Local democracy and the participation of people in the local administration in France

Abstract

The principle of democracy is the participation of the people in public affaires including to the State activity that may affect their community. Nowadays, the obligation of the modern State is for respond the requirement of the people but only the central administration cannot respond alone. So State use the decentralization to spread of obligation to the local administration.


However, the participation of people in the local administration has many obstacle. The law may be the big obstacle for the people to participate in local affaire for example: the interdiction of the use of right in local administration because of absent to vote.


In France, every major change was initiated by the citizen. For the local administration, there are not the different between the Frenchmen and the Thais. But the Frenchmen concentrate in their right than the Thais.


This article wants to point the issue of the participation in French law and the French local administration for the comparative with the Thai local administration
