The Origin and The Development of Area-based Health Assembly: A Mechanism for Developing Participatory Healthy Public Policy in Local Areas

Abstract
Developed since 2002 before the 2007 National Health Act was promulgated, area-based health assembly is an association of people in certain areas in order to launch health assembly process for developing participatory healthy public policy. This article aims to investigate and analyze the origin and the development of area-based health assembly which is a key policy development mechanism of provinces. The main research question is: what is the origin and the development of area-based health assembly under the administration of the National Health Commission Office (NHCO)? The research uses qualitative research methods, namely in-depth interview, focus group, and documentary research. The finding shows that the development of area-based health assembly can be classified into 5 major periods: (1) prior to the National Health Act, BE 2550 (1987-2006); (2) the origin of the National Health Act, BE 2550 and establishing the system of area-based health assembly (2007-2011); (3) developing the system of area-based health assembly and the move to Provincial Health Assembly (2012-2016); (4) integrating areas, society, and pracharath (2016-2019); and (5) balancing old and new mechanisms for developing participatory healthy public policy (2020-the present). Each periods show that the area-based health assembly has been differently organized and implemented reflecting alterations needed for making the mechanism better for the people to development participatory policy in the local areas. The alterations suggest that there is no one best way to organize the area-based health assembly.
