การควบรวมองค์กรปกครองส่วนท้องถิ่นในประเทศไทย: ทบทวนสถานะความรู้ ข้อดี ข้อจำกัด และช่องว่างทางวิชาการ

บทคัดย่อ
บทความนี้มุ่งทบทวนสถานะองค์ความรู้ ความหมาย ข้อดีและข้อจำกัดเกี่ยวกับการควบรวมองค์กรปกครองส่วนท้องถิ่น (Local amalgamation) ทั้งจากประสบการณ์ของต่างประเทศและของไทย พร้อมกรณีตัวอย่างที่ประสบความสำเร็จและไม่ประสบความสำเร็จในการควบรวมโดยสังเขป ได้แก่ เทศบาลเมืองวังน้ำเย็น และกรณีความพยายามที่จะควบรวมเป็นเทศบาลนครขามใหญ่ จากนั้นจึงดำเนินการวิเคราะห์ช่องว่างองค์ความรู้ทางวิชาการเกี่ยวกับการควบรวมท้องถิ่นของไทย และพบว่าการทำความเข้าใจเกี่ยวกับพลวัตทางการเมืองในการจัดสรรตำแหน่งภายในคณะผู้บริหารและสมาชิกสภาท้องถิ่น และการจัดสรรผลประโยชน์ทางการเมืองทั้งปัจจุบันและอนาคตมิได้รับการศึกษาเชิงลึกมากนัก และเป็นประเด็นที่ถูกมองข้ามในการกำหนดนโยบายการควบรวมท้องถิ่นในช่วงที่ผ่านมา ผู้เขียนจึงเสนอแนะให้มีการศึกษาทำความเข้าใจถึงความสำคัญของปัจจัยต่าง ๆ อย่างรอบด้าน โดยเฉพาะปัจจัยด้านการเมืองและการจัดสรรผลประโยชน์ เพื่อสามารถนำไปสู่การกำหนดนโยบายส่งเสริมการควบรวมท้องถิ่นที่เหมาะกับบริบทของสังคมไทย และสามารถจูงใจให้เกิดความพยายามในการพัฒนาสมรรถนะของท้องถิ่นผ่านการควบรวมวงกว้างได้มากขึ้น
