This research article adopted a qualitative research method. The study aims to study the necessity and self-regulation measure applied in the business sector with the statutory regulation from the government’s enactment of law. This is to ensure these regulations accord with the business trend which have changed to business without borders concept due to advanced electronic devices and technologies.
The study found that the government’s statutory regulation fell short of the actual changing trend. Also, the self-regulation, under their own morality and ethics code, was imposed depending on the business sector’s willingness without any enforcing obligation.
According to the research, the author suggests that the self-regulation should have practical guideline and been adopted with the statutory laws and regulations under the government. In the early stage, the self-regulation should have semi-government statutory condition but the private sector plays a key role in promoting the business sector. Organizations including trade association, chamber of commerce and Federation of Thai Industries are responsible for administration instead of the government sector. They should provide official code of ethics, business standards, up-to-date information and training. Furthermore, these organizations should convince business owners to change attitude so that these businesses accept and adopt the self-regulation willingly. A consumer organization, also, should have more responsibilities in monitoring the business operators to ensure they comply with the morality and ethics codes or the business standard. On top of that, the government agencies should provide support as required.
