การกำหนดนโยบายเชิงกลยุทธ์สำหรับการขนส่งทางอากาศโดยการพยากรณ์ย้อนหลัง

บทคัดย่อ
งานวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์สถานการณ์ตลาดการขนส่งทางอากาศในประเทศไทย และกำหนดนโยบายเชิง กลยุทธ์สำหรับการขนส่งทางอากาศของประเทศไทย (AirTrans’30 ค.ศ. 2021-2030) เก็บข้อมูลโดยการสัมภาษณ์เชิงลึกกึ่งโครงสร้าง และการสนทนากลุ่ม โดยมีจำนวนผู้ให้ข้อมูลจำนวน 29 คน และวิเคราะห์เชิงเนื้อหา และการพยากรณ์ย้อนหลัง ผลการวิจัยพบว่าสถานการณ์ตลาดการขนส่งทางอากาศในประเทศไทย มีปัจจัย 9 ปัจจัยเป็นตัวขับเคลื่อนที่ทำให้เกิดการเปลี่ยนแปลงตั้งแต่อดีต-ปัจจุบัน และพบอุปสรรค หรือข้อจำกัดที่สำคัญในการเปิดเสรีการขนส่งทางอากาศของประเทศไทย และมีปัจจัยขับเคลื่อนอนาคตที่มีความสำคัญที่จะทำให้เกิดความเปลี่ยนแปลงในตลาดของการขนส่งทางอากาศ สำหรับผลการกำหนดนโยบายเชิงกลยุทธ์สำหรับการขนส่งทางอากาศของประเทศไทย กำหนดองค์ประกอบหลัก 7 องค์ประกอบเพื่อใช้พัฒนานโยบายเชิงกลยุทธ์ เช่น การยกระดับขีดความสามารถด้านการบริหารนโยบาย และการกำกับดูแล การแข่งขัน และสิทธิ์ผู้บริโภค และการมีส่วนร่วมของสาธารณะ และกำหนดเส้นทางนโยบาย โดยการแบ่งช่วงระยะของการใช้นโยบายเชิงกลยุทธ์เป็น 2 ช่วงระยะหลัก ได้แก่ (1) ระยะที่ 1 (ค.ศ. 2021-2025) แบ่งเป็น ระยะที่ 1.1 (ค.ศ. 2021-2022) ครอบคลุม 80 มาตรการ และระยะที่ 1.2 (ค.ศ. 2023-2025) ครอบคลุม 74 มาตรการ (2) ระยะที่ 2 (ค.ศ. 2026-2030) ครอบคลุม 73 มาตรการ
