บทคัดย่อ
บทความนี้มุ่งวิเคราะห์การปฏิรูประบบเศรษฐกิจและสังคมชนบทของประเทศจีนในช่วงทศวรรษ 1980 เพราะเป็นรากฐานสำคัญประการหนึ่งของการเป็นประเทศมหาอำนาจทางเศรษฐกิจของจีนในปัจจุบัน การปฏิรูประบบเศรษฐกิจและสังคมชนบทของจีนดำเนินการใน 3 ปริมณฑลหลัก ได้แก่ การปฏิรูประบบและองค์กรการผลิต การปฏิรูประบบราคาผลผลิต การปฏิรูปตลาดและวางแผนการผลิต รวมทั้งการปฏิรูปวิสาหกิจตำบลและหมู่บ้าน ที่เน้นปฏิรูปองค์กรเศรษฐกิจและการลงทุนในท้องถิ่น กรอบคิดหลักของการปฏิรูปนี้มี 2 ประการ ได้แก่ การลงทุนประกอบการวิสาหกิจตำบลและหมู่บ้านควรเป็นความร่วมมือกันระหว่างครัวเรือนชาวนากับรัฐบาลท้องถิ่น และการลงทุนวิสาหกิจตำบลและหมู่บ้านควรสร้างโอกาสให้ชาวชนบทเพิ่นพูนประสบการณ์และพัฒนาทักษะความสามารถเป็นผู้ประกอบการทางธุรกิจ โดยมีจุดมุ่งหมายเพื่อสร้างผู้ประกอบการชนบทรองรับการเปลี่ยนแปลงและความก้าวหน้าทางเศรษฐกิจยุคโลกาภิวัตน์ ในปัจจุบัน การประกอบการวิสาหกิจตำบลและหมู่บ้านเป็นภาคเศรษฐกิจสำคัญยิ่งของเศรษฐกิจจีน
