ความสัมพันธ์ระหว่างองค์ประกอบภายในของความเป็นประชาธิปไตยท้องถิ่นของเทศบาลนครในประเทศไทย

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาระดับความเป็นประชาธิปไตยท้องถิ่นของเทศบาลนครในประเทศไทย และศึกษาความสัมพันธ์ระหว่างองค์ประกอบภายในของความเป็นประชาธิปไตยท้องถิ่น ได้แก่ มิติสถาบัน มิติกระบวนการมีส่วนร่วม และมิติวิถีชีวิตของคนในชุมชน กลุ่มตัวอย่างที่ศึกษา ได้แก่ประธานและกรรมการชุมชนของเทศบาลนคร 8 แห่ง จำนวน 373 คน เก็บรวบรวมข้อมูลโดยใช้แบบสอบถาม ผลการศึกษาพบว่า เทศบาลนครในประเทศไทยมีค่าเฉลี่ยของความเป็นประชาธิปไตยท้องถิ่นในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่า มิติวิถีชีวิตของคนในชุมชน และมิติสถาบัน มีค่าเฉลี่ยในระดับมากเช่นกัน ส่วนมิติกระบวนการมีส่วนร่วมมีค่าเฉลี่ยระดับปานกลาง การทดสอบสมมติฐานพบว่า ความเป็นประชาธิปไตยท้องถิ่น มิติสถาบัน มิติกระบวนการมีส่วนร่วม และมิติวิถีชีวิตของคนในชุมชน มีความสัมพันธ์ซึ่งกันและกัน ทั้งในภาพรวมและรายด้าน อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

Relationship among Internal Factors of Local Democracy of City Municipality in Thailand

The objectives of this research were to study the level of local democracy of city municipalities in Thailand, and to study the relationship among internal factors of local democracy, including institution, participation process, and community people’s way of life dimension. The sample consisted of 373 community chairmen and committee of eight city municipalities. Data were collected by the questionnaires. The result indicated that city municipalities in Thailand had high level of local democracy. When considering the aspects involved, community people’s way of life and institution dimension were at the high level whereas participation process dimension was at the moderate level. Hypothesis testing indicated that local democracy in institution, participation process, and community people’s way of life dimension were related to one another in general and in each aspect at the statistical significance level of 0.01.
