เจตนารมณ์และข้อเท็จจริงของการใช้เงินกองทุนเพื่อการพัฒนาพรรคการเมือง: ศึกษากรณีพรรคการเมืองที่ไม่มีสมาชิกสภาผู้แทนราษฎร

บทคัดย่อ

การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาเจตนารมณ์ของกองทุนเพื่อการพัฒนาพรรคการเมือง ตลอดจนการจัดสรรเงินและการตรวจสอบการใช้เงินของกองทุนเพื่อการพัฒนาพรรคการเมือง และเพื่อศึกษาบทบาทและการดำเนินกิจกรรมทางการเมืองของพรรคการเมืองที่ไม่มีสมาชิกสภาผู้แทนราษฎร ในส่วนที่เกี่ยวกับการใช้จ่ายเงินที่ได้รับการสนับสนุนโดยรัฐ การวิจัยนี้เป็นการวิจัยเชิงคุณภาพซึ่งใช้การพรรณนาและการวิเคราะห์ควบคู่กัน ข้อมูลที่ใช้ในการวิจัยคือข้อมูลจากเอกสารและข้อมูลจากการสัมภาษณ์ ผลการวิจัยพบว่า การใช้จ่ายเงินของพรรคการเมืองที่ไม่มีสมาชิกสภาผู้แทนราษฎรยังไม่เป็นไปตามเจตนารมณ์ของกองทุนเพื่อการพัฒนาพรรคการเมือง รวมทั้งยังไม่ได้แสดงบทบาทของพรรคการเมืองในระบอบประชาธิปไตยที่ควรจะเป็น พรรคการเมืองที่ไม่มีสมาชิกสภาผู้แทนราษฎรยังขาดความเข้มแข็ง แม้ว่าจะได้รับการสนับสนุนจากรัฐในหลายๆ ด้านเป็นเวลาต่อเนื่องนับสิบปีก็ตาม แต่พรรคการเมืองเหล่านี้ก็ยังไม่สามารถพัฒนาศักยภาพของพรรคให้เป็นสถาบันทางการเมืองที่มีความเข้มแข็งพอที่จะดำเนินกิจกรรมทางการเมืองเองได้

Intention and Reality of the Operation of Fund for the Development of Political Parties: A Study of Political Parties without Members of Parliament

The objectives of this research were to study the intention of the operation of fund for the development of political parties, including the allocation of fund and monitoring the use of fund for the development of political parties. The role and activities of political parties without members of parliament in relation to the spending supported by the government were also examined. This qualitative research analyzed the data by employing the descriptive and analytical methods. The data used in this study were from documents and interviews. The research found that spending of political parties without members of parliament was not in accordance with the intention of the fund for the development of political parties, including the probable role of political parties in a democracy. Moreover, the political parties without members of parliament were not yet strong. Although they had been supported by the state in many ways for decades, but these parties had not yet been developed as the political institutions that were strong enough to continue political activities on their own.
