การวิจัยถอดบทเรียนองค์กรปกครองส่วนท้องถิ่นที่มีการบริหารจัดการที่ดีประจำปีงบประมาณ 2561 : กรณีศึกษาเทศบาลเมืองร้อยเอ็ด อำเภอเมืองร้อยเอ็ด จังหวัดร้อยเอ็ด

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ ๑) ศึกษาผลสำเร็จในการบริหารจัดการที่ดีและโครงการนวัตกรรมของ เทศบาลเมืองร้อยเอ็ด ๒) ศึกษาปัจจัยแห่งความสำเร็จในการบริหารจัดการที่ดีและโครงการนวัตกรรมของเทศบาลเมืองร้อยเอ็ด ๓) หาแนวทางการพัฒนาการบริหารจัดการที่ดีและโครงการนวัตกรรมของเทศบาลเมืองร้อยเอ็ดสู่ความยั่งยืน การวิจัยเรื่องนี้เป็นการวิจัยเชิงคุณภาพโดยใช้วิธีการสนทนากลุ่มและการสัมภาษณ์ผู้ให้ข้อมูลสำคัญประกอบด้วยผู้บริหารและพนักงานเทศบาล การเลือกกลุ่มผู้ให้ข้อมูลสำคัญแบบตามวัตถุประสงค์รวมทั้งสิ้นจำนวน ๑๗ ราย การตรวจสอบข้อมูลใช้วิธีการตรวจสอบแบบสามเส้า การวิเคราะห์ข้อมูลใช้วิธีการจำแนกและจัดระบบข้อมูล การวิเคราะห์เนื้อหา และการวิเคราะห์สรุปอุปนัย
ผลการวิจัยพบว่า ๑) ผลสำเร็จในการบริหารจัดการที่ดีและโครงการนวัตกรรมของเทศบาลเมืองร้อยเอ็ดอยู่ในระดับดีมาก ๒) ปัจจัยแห่งความสำเร็จในการบริหารจัดการที่ดีและโครงการนวัตกรรมของเทศบาลเมืองร้อยเอ็ดได้แก่ ผู้บริหารเทศบาลมีวิสัยทัศน์และการร่วมมือกันทำงานระหว่างฝ่ายบริหารกับฝ่ายนิติบัญญัติโดยยึดประชาชนเป็นศูนย์กลางที่จะได้รับบริการสาธารณะจากเทศบาลเมืองร้อยเอ็ด พนักงานมีความรู้ความสามารถ ทักษะ ประสบการณ์ความเชี่ยวชาญ และสมรรถนะในการทำงาน เทศบาลมีวิธีการจัดองค์การและการจัดวางระบบงานที่มีประสิทธิภาพ และสร้างการมีส่วนร่วมของประชาชนและองค์กรในภาคส่วนต่างๆ ๓) แนวทางการพัฒนาการบริหารจัดการและโครงการนวัตกรรมของเทศบาลเมืองร้อยเอ็ดสู่ความยั่งยืนประกอบด้วย การเน้นการดำเนินงานตามพันธกิจที่สอดคล้องกับยุทธศาสตร์ชาติ(พ.ศ. ๒๕๖๑- ๒๕๘๐) แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ นโยบายของรัฐบาลและผู้บริหารด้วยการวางแผน การจัดองค์การ การนำ และการควบคุมการดำเนินงานโดยการปฏิบัติงานตามกฎหมายและระเบียบของทางราชการอย่างเคร่งครัด และการให้ความสำคัญกับการแก้ไขปัญหาและตอบสนองความต้องการของประชาชนเป็นศูนย์กลางที่จะได้รับบริการที่ดีจากเทศบาล และการดำเนินงานที่ตั้งอยู่บนพื้นฐานของมีส่วนร่วมของภาคประชาชน และเครือข่ายองค์กรในภาคส่วนต่างๆ ทั้งจากภาครัฐและเอกชน
