This study aimed to compare and analyze the relationships among personal factors, cognitive factors, and social influences affecting personnel’s confidence in the National Savings Fund (NSF) 's personal data protection policy, using the social cognitive framework. The sample comprised 74 NSF personnel from all departments. Data was collected using a questionnaire with a reliability (Cronbach’s Alpha) of 0.928. The research gap addressed the linkage between cognitive factors and social influence on confidence. The comparison results showed no significant differences in confidence across personal factors. Correlation analysis revealed that cognitive factors (r = 0.316, p = 0.005) and social influence (r = 0.426, p = 0.000) were positively related to confidence. Multiple regression analysis found that cognitive factors (β = 0.314, p = 0.002) and social influence (β = 0.413, p = 0.000) significantly affected confidence. Agencies should enhance knowledge and organizational culture to sustainably increase personnel’s confidence.
