THE SCENARIO OF ACADEMIC ADMINISTRATION IN MUNICIPAL SCHOOLS TOWARDS THE 21ST CENTURY LEARNER SKILLS

Abstract

The purpose of this research was to discover the scenario of academic administration in municipal schools towards 21st-century learner skills by using Ethnographic Delphi Futures Research (EDFR) techniques. The researcher interviewed 21 local education management experts, it was found that the experts were unified in 12 aspects as follows: 1) The support focused on the integration of the policy. 2) The development of the curriculum of educational institutions the area-based educational management should be conducted to suit each area appropriately. 3) The development of learning processes focused on multi-party system that can meet the needs of learners. 4) The development of learning resources focused on a variety of modern learning centers. 5) The development and use of educational technology medium to meet up the update standards and a cognitive immune system for media. 6) The research is to improve educational quality focused on building a collaborative network. 7) The guidance and enhancement of learners' characteristics focused on designing their lifestyle. 8) The evaluation measurement emphasizes allowing learners to accumulate their grades to various sources, both in and out of the system. 9) Educational supervision should be developed into an online network. 10) The development of quality assurance system within educational institutions should focused on insuring teacher under the quality system cycle. 11) The network coordination and academic cooperation and lastly 12) The desirable outcomes aimed to develop students with all-round skills for survival in the 21st-century world.
