COLLABORATION DEVELOPMENT AMONG PUBLIC, PRIVATE, AND CIVIL SOCIETY SECTORS IN THE OPERATION TO IMPROVE THE QUALITY OF LIFE FOR THE ELDERLY IN PHANAT NIKHOM MUNICIPALITY

The objectives of this research article were to 1) Examine the structures and processes of collaboration in the operation to improve the quality of life of the elderly in PHANAT NIKHOM Municipality 2) Explain the effect of factors related to the collaboration and 3) Submit the suggestion of the collaboration development in the operation to improve the quality of life of the elderly. This research used qualitative method by using in-depth interview technique. Twenty key informants from public, private, and civil society sectors were employed by using purposive sampling method. The selection criteria include being an executive or a representative assigned by the public, private, or civil society sectors that play the roles or have the experiences in the operation to improve the quality of life of the elderly in PHANAT NIKHOM Municipality. ATLAS.ti 9 was used for data management. Triangulation technique and content analysis were performed. The results found that the collaboration could be explained into two dimensions. First, the structural dimension: the negotiation and decision making, recruiting leaders, stakeholder designation were found. However, there was an absence of the commitment and legitimacy. Second, the collaborative processes dimension: the aims setting and planning, resources supporting, trust building and conflicts management, and supervision were reached in this study. The factors that affects to the collaboration consisted of 1) leader 2) relevant actors, alliances, and social networks 3) socio-economic status and cultures 4) resources 5) agreements, regulations, and laws 6) relationship between actors and organizations 7) personnel and organizations abilities and 8) supervision. From the results of this study, it could be concluded that, in order to reach the collaborative level in the operation to improve the quality of life of the elderly, the structures and processes of collaboration need setting up.
