Effectiveness of DNA Testing for Civil Registration Purpose: Case Study in Ranong Province, Thailand

Abstract

This research aims to investigate the effectiveness of DNA testing for proving Thai nationality by right of blood in Ranong Province. It also seeks to identify the causes and daily impacts on individuals facing civil registration status problems and to propose guidelines for promoting their access to the proper status verification process.


The study's findings reveal that DNA testing is highly effective, with a 100% success rate. The primary cause of not having a national identification card is that parents are also experiencing civil registration issues (41.1%), followed by being born in a foreign country (18.9%). The daily obstacles faced by those without legal status vary by age group: students encounter problems with education, working-age individuals face employment challenges, and young children or the elderly struggle with nursing care.This research proposes solutions such as amending the law to recognize DNA test results as primary evidence, increasing the budget, developing a system for officials, and expanding the network of hospitals for sample collection.
