Abstract

The objectives of this qualitative research were to 1) study the current state of communication network management, 2) explore communication strategies, 3) compare communication network management, and 4) formulate guidelines for the development of communication network management and communication strategies of elderly schools in Chiang Rai and Kalasin provinces. The samples were randomly selected using the snowball sampling technique. This study focused on investigating elderly schools, which were divided into 2 groups (8 schools / group). Key informants were selected based on a purposive sampling, consisted of 78 personnel from internal network, external networks at provincial and national levels. An unstructured interview and event log according to Lofland Observation Framework were used. Data were collected through interview, non-participant observation, observation, and focus group discussion. Data were analyzed with triangulation. The results of this study indicated that the management of elderly schools is characterized by a networking management with various sectors using incentives that benefit all parties. Strong elderly schools had continuous networking interactions. Developing elderly schools relied on their own local authorities rather than the provincial network. Therefore, the proper guidelines and strategies for the implementations include communication, networking and learning exchange through personal media, event media, online media, and traditional media to create a mutual understanding and receive equal benefits in a consistent and sustainable manner.
