Abstract

      The objectives of this research were 1) the implementation of the educational development strategic plan, 2) achievement of goals, and 3) obstacles and recommendations according to the educational development strategic plan of Nakhon Ratchasima Provincial Administrative Organization. This research is a mixed method research and key informants were four executives and six leaders who implemented the policy. The chosen sample groups were chosen without probability from policy implementers to practice in 58 schools by quota sampling in which 240 people were selected from 30 schools. The people who filled out the whole questionnaire were 0.982. The data were analyzed using percentage, mean, and standard deviation statistics.

                The results showed that 1) a continuous learning throughout all ages, 2) the use of Thailand 4.0 systems to develop innovations and the use of ICT, DLIT, and DLTV, 3) activities to promote arts, culture, and tradition, 4) budget support for internal sports competitions, and 5) the organized education to be a learning society towards ASEAN are found. Overall, the strategic plan can be implemented at a high level (gif.latex?\bar{X} =3.14, SD=0.45) and policy conversion into practice is at a high level (gif.latex?\bar{X} =3.20, SD=0.37). However, the major obstacle is related to the inflexibility of the strategic plan, the limited annual budget, and the lack of funding for development and materials. In addition, no public criticism to implement policies for actual development and changes in management results in discontinuous enforcement of these policies revealed.
