THE ADMINISTRATION OF LOCAL ADMINISTRATIVE ORGANIZATIONS EXCELLENT IN ACCOUNTABILITY AND ENCOURAGEMENT ON CITIZENS PARTICIPATION : A CASE STUDY OF LOCAL ADMINISTRATION IN NAKHORNRATCHASIMA

This is an impartial study in the nature of management and factors that affect the achievement that was the administration of local government organizations in transparency; promote public participation. It reveals the guideline for the best management of local government organizations and a model that reveal and raise public participation to local government organizations. The methodology qualitative research, and key Informants were selected from three specific target areas that previously received the King Prajadhipok Award for Transparency and Promoting Public Participation. Data were collected using structured interviews together with in-depth interviews with management and local council groups by holding a small group meeting with a group discussion of local workers and local villager groups. The consideration has been are conduct 102 people without participation in all groups.
The results reveal the characteristics of management with participation, which the importance of all parties to work together and create real cooperation with the public sector. The main findings can be applied to achieve results in creating: 1) a clear policy and organizational vision, 2) transformational leadership for local government organizations, 3) a system for monitoring and evaluating performance. 4) the social network system in the administration of the local government organization, and lastly 5) the suitable reformation for the administration in the local government organization at all levels.
