การเปลี่ยนแปลงสถานะมหาวิทยาลัยไปเป็นหน่วยงานของรัฐที่อยู่ภายใต้การกำกับของรัฐ โดยยังคงมีภารกิจของสถาบันอุดมศึกษาตามเดิม นำมาสู่การวิจัยครั้งนี้ที่มีวัตถุประสงค์เพื่อศึกษาแนวคิด ศึกษาปัจจัยที่เกิดขึ้น และนำเสนอแนวทางของการปรับโครงสร้างมหาวิทยาลัยภาครัฐกับความเปลี่ยนแปลงพระราชบัญญัติมหาวิทยาลัยสวนดุสิต พ.ศ. 2558 ซึ่งเป็นการวิจัยเชิงคุณภาพ โดยกำหนดกลุ่มผู้ให้ข้อมูลสำคัญแบบเฉพาะเจาะจง จำนวน 15 คน โดยใช้แบบสัมภาษณ์แบบกึ่งโครงสร้างซึ่งผ่านความเห็นชอบจากผู้เชี่ยวชาญเรียบร้อยแล้วไปเก็บรวบรวมข้อมูลโดยการจัดสนทนาอภิปรายกลุ่มด้วยการสัมภาษณ์ และการสังเกตแบบมีส่วนร่วม ใช้วิธีการตรวจสอบข้อมูลแบบสามเส้า วิเคราะห์ข้อมูลด้วยวิธีการวิแคราะห์แบบอุปนัย และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า โครงสร้างมหาวิทยาลัยในกำกับของไทยมีโครงสร้างการบริหารใกล้เคียงกับมหาวิทยาลัยของรัฐ โดยเฉพาะอย่างยิ่งปัจจัยที่เกี่ยวกับระบบการบริหารงานบุคคลที่ยังคงใช้ระเบียบที่ใกล้เคียงกับมหาวิทยาลัยรัฐ และการบริหารงบประมาณที่มีรายได้หลักมาจาการจัดสรรงบประมาณจากรัฐบาล และไม่มีข้อมูลชี้ชัดว่าการออกนอกระบบจะให้การศึกษาของไทยพัฒนามากขึ้น สำหรับแนวทางการเปลี่ยนแปลงมหาวิทยาลัยของรัฐไปสู่การเป็นมหาวิทยาลัยในกำกับของรัฐนั้น จะต้องศึกษาบริบทความพร้อมของมหาวิทยาลัย ความสามารถในการแข่งขันและสร้างความเข้าใจในแนวทางการบริหารต่อบุคลากรของมหาวิทยาลัย
