Abstract

     The change of university status to being a state-controlled government agency, with the same mission of higher education institutions still in place, led to this research aimed at researching concepts, studying factors, and presenting a guideline for public university restructuring and changes under the Suan Dusit University Act BE. 2558 (2015). This study was qualitative research which included the data collected by interview. We have assigned a specific group of 15 key informants using a semi-structured, expert-approved semi-structured interview form. Data were collected by conducting group discussions with interviews and participant observations. This data was verified using data triangulation or methodological triangulation. The data of triangulation meant the comparison and verification of data consistency by bringing the data from various data sources collected by other quantitative research. The data was analyzed by analytic induction. The content analysis results have revealed that the structure of Thailand universities had a similar administrative structure to public universities. Especially the factor related to the personnel management system, which still used regulations like that of public universities, and budget management which were the main income came from government budget allocations, and there was no clear indication that leaving the formal system would improve Thai education to be more effective than previously found. The approach to transforming a public university into an autonomous university required further studying the context of the university's readiness and competitiveness and building an understanding of the management approach to university personnel.
