THA CHANG MODEL: PUBLIC POLICY PROCESS ANALYSIS AND SUCCESS FACTORS IN COASTAL RESOURCE MANAGEMENT

Abstract

    This research aimed to 1) study the context of Ban Don Bay area in Tha Chang District, 2) analyze public policy processes under the Tha Chang Model project, 3) study factors measuring the success of the Tha Chang model project, and 4) propose guidelines for driving the Tha Chang model project in coastal resource management. This mixed-method research had 28 participants purposively sampled and 388 random simple. Data were collected using questionnaires (α=0.900) in the area, semi-structured interview form (IOC=0.60-1.00) for in-depth interviews, and focus group discussions. Results showed Ban Don Bay was a valuable natural treasure occupying marine areas for raising legal and illegal aquatic animals from the government. Regarding the process, public policy formation was caused by the dispute between entrepreneurs and fishermen. Public policy alternative development and the gathering of a group of stakeholders caused decision-making. Public policy implementation is the activity that reflects cooperation in the area. Public policy evaluation led to a review of the roles, duties, code of law, regulations, and conditions of government agencies regarding the management of Ban Don Bay area. Lastly, public policy maintenance success was necessary to carry out continuous improvement of activities. The indicator of success in public participation was at mostly highest level. The critical driving directions were establishing a committee to drive projects, activities, regulations, law enforcement, fund operation center, and communication system. Moreover, it was found that national agencies should systematically support and assist in solving the problem of resource utilization in Ban Don Bay area.
