การขับเคลื่อนท่าฉางโมเดล : การวิเคราะห์กระบวนการนโยบายสาธารณะ และปัจจัยชี้วัดความสำเร็จในการจัดการทรัพยากรชายฝั่ง

การค้นหาความสำเร็จที่สามารถเพิ่มประสิทธิภาพภายใต้โครงการท่าฉางโมเดลในการจัดการทรัพยากรชายฝั่งอ่าวบ้านดอน อำเภอท่าฉาง จังหวัดสุราษฎร์ธานี ที่เกี่ยวกับงานวิจัยนี้ มีวัตถุประสงค์การวิจัยเพื่อ 1) ศึกษาบริบทพื้นที่ 2) วิเคราะห์กระบวนการนโยบายสาธารณะ 3) ศึกษาปัจจัยชี้วัดความสำเร็จ และ 4) เสนอแนะแนวทางการขับเคลื่อนโครงการดำเนินการวิจัยแบบผสมผสาน กำหนดกลุ่มผู้ให้ข้อมูลหลักด้วยวิธีการเลือกแบบเฉพาะเจาะจง 28 คน โดยใช้แบบสัมภาษณ์แบบกึ่งโครงสร้างที่มีค่าความเที่ยงตรงอยู่ระหว่าง 0.06-1.00 เก็บรวบรวมข้อมูลด้วยการสัมภาษณ์เชิงลึกและการสนทนากลุ่ม วิเคราะห์ข้อมูลด้วยการวิเคราะห์เนื้อหา และกลุ่มตัวอย่าง 388 คน ใช้วิธีสุ่มอย่างง่าย เก็บรวบรวมข้อมูลภายในพื้นที่โดยใช้แบบสอบถามที่มีค่าความเชื่อมั่น 0.900 ทั้งฉบับ วิเคราะห์ข้อมูลหาค่าร้อยละ และค่าเฉลี่ย ผลการศึกษาพบว่า 1) อ่าวบ้านดอนเป็นขุมทรัพย์ทางธรรมชาติที่มีคุณค่าทางทะเลเพื่อเลี้ยงสัตว์น้ำทั้งที่ได้รับอนุญาตและไม่ได้รับอนุญาตจากภาครัฐ 2) กระบวนการนโยบายสาธารณะ เริ่มด้วย (1) การก่อตัวที่เกิดจากข้อพิพาทระหว่างผู้ประกอบการและชาวประมง (2) กำหนดนโยบายจากการรวมตัวของกลุ่มผู้มีส่วนได้ส่วนเสีย (3) นำนโยบายไปปฏิบัติ ด้วยกิจกรรมสะท้อนความอุดมสมบูรณ์ของทรัพยากรทางทะเลและความร่วมมือในพื้นที่ (4) ประเมินผล ด้วยการทบทวนบทบาท อำนาจหน้าที่ ข้อบัญญัติ ระเบียบ เงื่อนไขของส่วนราชการ และ (5) ดำเนินกิจกรรมพัฒนา ปรับปรุง และทดแทนอย่างต่อเนื่อง 3) ปัจจัยตัวชี้วัดความสำเร็จด้านการมีส่วนร่วมของประชาชนอยู่ในระดับมากสูงที่สุด (ค่าเฉลี่ยเท่ากับ 3.93) และ 4) แนวทางการขับเคลื่อนที่สำคัญคือ การจัดตั้งคณะกรรมการ ศูนย์กองทุน ศูนย์ดำเนินการ และระบบสื่อสารในการขับเคลื่อนโครงการ กิจกรรม จัดทำระเบียบ และบังคับใช้ข้อกฎหมาย ดังนั้น หน่วยงานระดับชาติควรให้การสนับสนุนและช่วยเหลือการแก้ไขปัญหาการใช้ทรัพยากรพื้นที่อ่าวบ้านดอนอย่างเป็นระบบ
