ยุทธศาสตร์การเตรียมความพร้อมในการถ่ายโอนงานด้านสาธารณสุขให้กับองค์กรปกครองส่วนท้องถิ่นจังหวัดอุบลราชธานี

การผสมผสานงานสาธารณสุขกับท้องถิ่นมีความสำคัญกับบุคลากรที่ปฏิบัติงานซึ่งต้องมีความรู้ ความเข้าใจ และยอมรับในการปรับเปลี่ยนจากองค์กรหนึ่งไปสู่อีกองค์กรหนึ่ง ดังนั้นในการวิจัยครั้งนี้จึงมีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพการเตรียมความพร้อม 2) พัฒนายุทธศาสตร์การเตรียมความพร้อม และ 3) ประเมินยุทธศาสตร์การเตรียมความพร้อม ในการถ่ายโอนงานด้านสาธารณสุขให้กับองค์กรปกครองส่วนท้องถิ่นจังหวัดอุบลราชธานี กลุ่มตัวอย่างใช้วิธีการสุ่มอย่างง่าย 306 คน โดยใช้แบบสอบถามที่มีค่าความเชื่อมั่น 0.982 ทั้งฉบับ เก็บรวบรวมข้อมูลแบบออนไลน์ด้วย Google form สำหรับกลุ่มเป้าหมายใช้วิธีการเลือกแบบเจาะจง 20 คน โดยใช้แบบสนทนากลุ่มจัดการสนทนากลุ่มเพื่อร่วมกันร่างยุทธศาสตร์ และแบบประเมินผลที่มีค่าความเชื่อมั่น 0.789 ทั้งฉบับ ด้วยการประชุมกลุ่มย่อย การอบรม และทดสอบก่อนหลัง สำหรับวิเคราะห์ข้อมูลโดยใช้สถิติหาค่าเฉลี่ย ค่าส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา ผลการวิจัยพบว่า 1) ภารกิจที่ควรถ่ายโอนเร่งด่วนอยู่ในระดับปานกลาง 2) ยุธศาสตร์ที่พัฒนาขึ้น ประกอบด้วย 1 วิสัยทัศน์ 3 พันธกิจ 1 เป้าประสงค์ 6 ยุทธศาตร์ 12 กลยุทธ์ 33 มาตรการ และ 37 ตัวชี้วัด และ 3) ผลการประเมิน พบว่า มีความเหมาะสมและความเป็นประโยชน์ อยู่ในระดับมากที่สุด ส่วนความเป็นไปได้ อยู่ในระดับมาก และคะแนนเฉลี่ยหลังการอบรมสูงกว่าก่อนอบรม แสดงให้เห็นได้ว่า ยุทธศาสตร์มีความชัดเจน สามารถนำไปใช้วางกรอบทิศทางและแนวทางการดำเนินงานสำหรับการเตรียมความพร้อมในการถ่ายโอนงานได้จริง
