PREPARATION STRATEGIES FOR PUBLIC HEALTH WORK TRANSFER TO LOCAL GOVERNMENT ORGANIZATIONS IN UBON RATCHATHANI PROVINCE

Integrating public health and locality was essential for the active personnel with the knowledge, understanding, and acceptance of the transition from one organization to another. Therefore, this study aimed 1) to study the preparation, 2) to develop preparation strategies, and 3) to evaluate preparation strategies. In transferring public health work to local government organizations in Ubon Ratchathani Province, the sample consisted of 306 people using a simple random sampling method using a questionnaire with a reliability of 0.982. Online data collection using a Google form for the target group using a 20-person selectivity method: which consisted of using a group discussion form to organize a group discussion to jointly draft a strategy and the evaluation form with a reliability of 0.789 by small group meetings, training, and pre-post test. For analyzed the data using statistical mean, standard deviation, and content analysis. Research findings revealed as follows: 1) Tasks that should have been transferred urgently were at a moderate level, 2) The developed strategy consisted of 1 vision, 3 missions, 1 goal, 6 strategies, 12 tactics, 33 measures, and 37 indicators, and 3) the research finding revealed that the suitability and usefulness of the strategy were at the highest level, and the feasibility was at a high level and an average score behind training higher befor training. Furthermore, it could show that strategies were clear and could be used to lay out the direction and operational guidelines for the readiness to transfer the work.
