LEGAL STUDIES ON FREE BASIC EDUCATION

Free basic education has become an important legal issue in Thailand. The purposes of this study were to: 1) investigate legal studies; a history, a principle, and a concept of legal studies, 2) compare the duration of compulsory education of the basic education management, 3) compare an educational welfare, and 4) analyze pathways for protecting learners being educated in free basic education in Thailand, the Philippines, New Zealand, and California in the United State. This study was documentary research. The sample was selected using acknowledged and arranged sources that were easily accessed by recordings. The data were collected and analyzed using the reflective practice method only. The results of the study were as follows: 1) the National Education Act aimed at a continuous lifelong basic education process that was able to improve quality of life with ages, careers, and participation in developing community and country, 2) the duration of compulsory education of the basic education management was between 10-15 years, 3) Thailand and foreign countries provided free basic educational welfares, and 4) the pathways for protecting learners divided into two cases; education donation requests; educational charges. The pathways should be added to legal provisions and protected by constitutional enforcement laws.
