DEVELOPMENT MODELS IN MORALS, ETHICS, AND DESIRABLE CHARACTERISTICS OF STUDENTS IN THE OFFICE OF ROI ET VOCATIONAL EDUCATION

Educational institutions have duties to promote learning skills accordance with good quality living for students. The objectives of this research aimed to: 1) study an element and indicator, 2) investigate a current condition, a desired condition, needs, 3) create a developing model, and 4) evaluate a use of developed model. A group of 19 informants and a sample of 298 people were determined using the purposive sampling method and studied document using focus group recordings, interviews, questionnaires, and assessments with a consistency index of each 1.00. Collecting data by organizing focus groups, sending and receiving questionnaires, organizing group seminars based on experts, organizing development activities, analyzing the data using content analysis. Descriptive statistics were used to find the mean, standard deviation, and calculate the index of essential needs. The results of the study were as follows: 1) The learning units consisted of 5 Modules with 17 indicators. 2) The perspective of the current condition was at a high level; the desired condition was at the highest level; the first necessary need was responsibilities. 3) The development model created consists of (1) principles and concepts, (2) objectives, (3) content, (4) development activities, (5) media, equipment, and learning resources (6) evaluation. And 4) the students had the highest level of development after participating in the development model activity and teachers were at the highest level of satisfaction with the development model. These results in the paradigm of creating an environment that supports good values and ethics in organizations, communities, and society.
