ความสามารถและคุณสมบัติในหน้าที่การทำงานอาสาที่ต้องประสานงานกับสมาชิกในกลุ่มผู้สูงวัยเป็นกระบวนการที่ช่วยเสริมสร้างสุขภาพและความเป็นพลเมืองของสังคมและชุมชน ซึ่งนำมาใช้กำหนดวัตถุประสงค์การวิจัยเพื่อศึกษาสภาวะแวดล้อมที่มีผลต่อศักยภาพอาสาสมัครสาธารณสุขประจำหมู่บ้านในจังหวัดเชียงรายเพื่อรองรับสังคมปัจฉิมวัย ตามระเบียบวิธีวิจัยแบบผสม กำหนดกลุ่มผู้ให้ข้อมูลสำคัญด้วยวิธีการเลือกแบบเจาะจง จำนวน 39 คน โดยมีแบบสัมภาษณ์แบบมีโครงสร้างและแบบประเมินความสำคัญที่ได้รับการตรวจสอบคุณภาพเครื่องมือจากอาจารย์ที่ปรึกษาวิทยานิพนธ์ไปใช้เก็บรวบรวมข้อมูลด้วยการสัมภาษณ์เป็นรายบุคคล การสนทนากลุ่ม การประชุมเชิงปฏิบัติการ นำข้อมูลที่ได้มาวิเคราะห์เนื้อหาสภาพแวดล้อม และหาค่าถ่วงน้ำหนักเพื่อระบุสถานการณ์ ผลการวิจัยพบว่า 1) ปัจจัยภายในประกอบด้วย จุดแข็ง คือ มีผลลัพธ์ในงานเชิงประจักษ์ตามภารกิจ คนรุ่นใหม่ข้าร่วมเป็นอาสาสมัครต่อเนื่อง และจุดอ่อน คือ เกิดการกระจุกตัวจากการสืบทอดตำแหน่งแบบระบบอุปถัมภ์ แฝงด้วยการเมือง ภาระงานประจำและเลี้ยงดูบุตรหลาน 2) ปัจจัยภายนอก ประกอบด้วย โอกาส คือ ใช้เทคโนโลยีการสื่อสารสร้างเครือข่ายภาคประชาสังคมที่เอื้ออำนวยการทำงาน และอุปสรรค คือ การแทรกแซงทางการเมืองทำให้กระบวนการมีส่วนร่วมอ่อนแอในระยะยาว ขาดทักษะความเชี่ยวชาญที่เกิดจากปัญหาสุขภาพที่ซับซ้อนมากขึ้น สำหรับค่าถ่วงน้ำหนักที่สูงสุดอยู่ระหว่างจุดอ่อน (-3.43) กับโอกาส (+3.80) ซึ่งอยู่ในสถานการณ์เชิงแก้ไข ดังนั้น จึงนำไปใช้กำหนดกลยุทธ์สำหรับการสร้างโอกาสความร่วมมือในการสนับสนุนและกระตุ้นการทำงานทางสังคมและสาธารณสุขในชุมชนอย่างมีคุณค่า
