การรับรู้บทบาทของสมาชิกสภาองค์การบริหารส่วนตำบล ในจังหวัดนครราชสีมา

บทคัดย่อ

การวิจัยครั้งนี้มีวัตถุประสงค์ 1) เพื่อศึกษาระดับการรับรู้บทบาทของสมาชิกสภาองค์การบริหารส่วนตำบลในจังหวัด นครราชสีมา 2) เพื่อศึกษาปัจจัยที่มีอิทธิพลต่อการรับรู้บทบาทของสมาชิกสภาองค์การบริหารส่วนตำบลในจังหวัดนครราชสีมา และ 3) เพื่อศึกษาแนวทางส่งเสริมการรับรู้และปฏิบัติตามบทบาทของสมาชิกสภาองค์การบริหารส่วนตำบล ในจังหวัด นครราชสีมา โดยทำการศึกษาเชิงปริมาณจากสมาชิกสภาองค์การบริหารส่วนตำบลในจังหวัดนครราชสีมา จำนวน 376 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือแบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์การถดถอยพหุคูณแบบขั้นตอน ส่วนการศึกษาแบบเชิงคุณภาพใช้วิธีการสัมภาษณ์ เพื่อเก็บรวบรวมข้อมูลจากผู้ให้ข้อมูลสำคัญ (Key Informant) จำนวน 9 คน

ผลการวิจัยพบว่า

1. การรับรู้บทบาทของสมาชิกสภาองค์การบริหารส่วนตำบลในจังหวัดนครราชสีมา พบว่า โดยภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ทุกด้านอยู่ในระดับมากโดยในด้านที่มีการรับรู้มากที่สุดคือ ด้านการเป็นตัวแทนของประชาชน

2. ปัจจัยที่มีอิทธิพลต่อการรับรู้บทบาทของสมาชิกสภาองค์การบริหารส่วนตำบลในจังหวัดนครราชสีมา ได้แก่ ตัวแปร ระดับการศึกษา และประสบการณ์การฝึกอบรมที่ระดับนัยสำคัญทางสถิติ .05

3. แนวทางส่งเสริมการรับรู้และการปฏิบัติตามบทบาทของสมาชิกสภาองค์การบริหารส่วนตำบลในจังหวัดนครราชสีมา ในแต่ละด้านมีข้อค้นพบดังนี้

3.1 ด้านนิติบัญญัติ ควรมีการดำเนินงานดังนี้ 1) ควรส่งเข้ารับการฝึกอบรมความรู้ในหลักสูตรที่เกี่ยวกับกระบวนการ ตราและการพิจารณาข้อบัญญัติ และ 2) ควรจัดทำเอกสารเกี่ยวกับระเบียบกฎหมายที่เกี่ยวข้องกับหลักและกระบวนการตรา การพิจารณาข้อบัญญัติให้กับสมาชิกสภาได้ศึกษาเรียนรู้

3.2 ด้านการควบคุมการบริหาร ควรมีการดำเนินงานดังนี้ 1) ควรส่งเข้ารับการฝึกอบรมความรู้ในหลักสูตรที่ เกี่ยวกับการตรวจสอบการบริหารงาน และ 2) ควรมีการประชุมร่วมกันระหว่างสมาชิกสภาอย่างสม่ำเสมอ เพื่อร่วมปรึกษาหารือ และตัดสินใจร่วมกัน เพื่อขอเปิดอภิปรายทั่วไป

3.3 ด้านการเป็นตัวแทนของประชาชน ควรมีการดำเนินงานดังนี้ 1) ควรมีการประชุมหรือการจัดกิจกรรมร่วมกัน ระหว่างสมาชิกสภาและผู้บริหารตลอดจนกลุ่มตัวแทนประชาชนที่ได้รับผลกระทบจากโครงการหรือการตัดสินใจในการบริหาร งานอย่างสม่ำเสมอ

THE ROLE PERCEPTION OF THE MEMBERS OF THE SUBDISTRICT ADMINISTRATIVE ORGANIZATION COUNCIL IN NAKHON RATCASIMA PROVINCE

This research aimed to study 1) the level of role perception of the members of the Sub-district Administrative Organization (SAO) Council in Nakhon Ratchasima Province, 2) factors influencing role perception of the members of the Sub-district Administrative Organization Council in Nakhon Ratchasima Province and 3) guidelines for promoting role perception and role performance of the members of the Sub-district Administrative Organization Council in Nakhon Ratchasima Province. The quantitative study was conducted with 376 members of the Sub-district Administrative Organization Council in Nakhon Ratchasima Province. A questionnaire was used for collecting data. Statistics used for analyzing data were percentage, mean, standard deviation and Multiple Regression Analysis. Meanwhile, the qualitative study was conducted with the use of interviews to collect data from nine key informants.

Research findings showed that

1. Concerning role perception of the members of the Sub-district Administrative Organization Council in Nakhon Ratchasima Province, it was generally in a high level. When each individual aspect was considered, every aspect was in a high level. The aspect with the highest level of perception was the aspect of being the people’s representative.

2. Factors influencing role perception of the members of the Sub-district Administrative Organization Council in Nakhon Ratchasima Province, including variable levels of education. And training experience The level of statistical significance .05

3. Guidelines for promoting role perception and role performance of the members of the Sub-district Administrative Organization Council in Nakhon Ratchasima Province for each aspect were as follows:

3.1 Legislation. The operation should be as follows: 1) offer all the members of the Sub-district Administration Organization more seminar and training courses related to the process of enactment and the ways of considering acts onSub-district Administration Organization; and 2) develop handbooks of the document collections on regulations and laws related to the process of enactment and the ways of considering acts on the Sub-district Administration Organization.

3.2 Administration monitoring. Suggestions include: 1) offer all the members more seminar and training courses related to audition of the Chief Executive of the Sub-district Administration Organization; and 2) arrange regular meetings for all members in order to exchange ideas and to make common decisions, as well as to give chance for the general discussions from the members and the explanations from the Chief Executive on the administrative issues.

3.3 The People’s Representative. The followings are suggestions: 1) organize meetings or activities for all members of the council, administrators, as well as people’s representatives who are stakeholders or who are affected by the administrative decisions. The meetings will be the stage for discussing and exchanging opinions and suggestions, which can bring aboutthe agreement of all related parties. It can also be the regular place for learning from one another.
