THE FACTOTS AFFECTING TO ADMINISTRATORS’ STRATEGIC MANAGEMENT PROCESS OF BASIC EDUCATION INSTITUTIONS IN BANGKOK

Abstract
The purposes of this research were to: 1) study the level of strategic management factors of administrators of basic education institutions in Bangkok, 2) study the level of strategic management process of administrators of basic education institutions in Bangkok, 3) analyze the factors affecting to
administrators’strategic management process of basic education institutions in Bangkok, and 4) propose strategies to improve the quality of education of basic education institutions in Bangkok. Mixed methodology was used in this research. The quantitative samples were 390 teachers and educational personnel of basic education institutions in Bangkok, using proportional comparisons and using a simple random sampling method, and qualitative sample were 15 basic education school administrators, obtained from a specific selection according to the qualifications given. The research instruments were a 5-rating scale questionnaire, structured interview guide, and focus group guide. Quantitative data analyzed by statistical methods using computer programs by stepwise multiple regression analysis and qualitative data analyzes by inductive content analysis.
The research results were as follows: 1) The level of strategic management factors of administrators of basic education institutions in Bangkok in general and in each aspect was at a high level. In descending order; for example, creative leadership of administrators, change and risk management, educational innovation and technology, good governance and participation, and human resource management, respectively; 2) The overall and individual aspects of the strategic management process were at a high level. In descending order; namely, strategy formulation, strategy implementation, orientation of the organization, SWOT analysis, control and evaluation of strategies, respectively; 3) Factors affecting the strategic management process are creative leadership of administrators, change and risk management, innovation and educational technology, good governance and participation, and human resource management; and 4) Appropriate strategies for improving the quality of education consist of 9 strategies: (1) organization development and total quality management system, (2) whole school system development, (3) teacher and personnel development in educational institutions, (4) curriculum and teaching management process, (5) quality development and educational opportunities of learners, (6) educational innovation and technology, (7) teamwork towards excellence, (8) quality assurance system development, and 9) parent and community participation.
