กระบวนการสร้างการมีส่วนร่วมในการจัดท าแผนยุทธศาสตร์ของกรมมาตรฐาน และมาตรวิทยา สปป.ลาว (Construction Participatory Process in Strategic Planning of Department of Standards and Metrology, Lao PDR)

Abstract

การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมครั้งนี้มีวัตถุประสงค์ เพื่อศึกษากระบวนการสร้างการมีส่วนร่วมในการจัดทำแผนยุทธศาสตร์ กรมมาตรฐานและมาตรวิทยา กระทรวงวิทยาศาสตร์และเทคโนโลยี สปป.ลาว กลุ่มเป้าหมายถูกเลือกอย่างเจาะจงจากพนักงานระดับหัวหน้างานและระดับปฏิบัติการ รวมกันเป็นจำนวน 48 คน ข้อมูลที่ใช้ในการวิจัย เก็บรวบรวมโดยวิธีการประชุมเชิงปฏิบัติการแบบมีส่วนร่วม และนำประเด็น ที่ได้มาวิเคราะห์ร่วมกัน ทำให้ได้ข้อสรุปว่า เราสามารถนำวิธีการการจัดทำแผนยุทธศาสตร์แบบมีส่วนร่วมที่พัฒนามาจากประเทศเสรีประชาธิปไตยตะวันตกมาใช้ได้กับประเทศ สปป. ลาวซึ่งเป็นประเทศที่มีระบบการบริหารประเทศแบบสังคมนิยมภายใต้พรรคประชาชนปฏิวัติลาวเพียงพรรคเดียว อย่างไรก็ตามในรายละเอียดของขั้นตอนการมีส่วนร่วมในบริบท สปป. ลาว ก็ยังมีความแตกต่างกันกับสังคมตะวันตก กล่าวคือ ประชาชนคนลาวจำเป็นต้องได้รับข้อมูลข่าวสาร และได้รับการกระตุ้นให้เกิดการร่วมแสดงความคิดเห็นในระหว่างการทำแผนกลยุทธ์ ซึ่งต่างจากประชาชนในประเทศสังคมตะวันตกหรือประเทศเสรีประชาธิปไตย ที่ไม่จำเป็นจะต้องมีการกระตุ้นให้แสดงความคิดเห็นConstruction Participatory Process in Strategic Planning of Department of Standards and Metrology, Lao PDR

The objective of this participatory action research is to study the processes of strategic planning of the Department of Standards and Metrology, Ministry of Science and Technology, Lao PDR. The target groups were purposively selected from both the administrative and supportive staff of the department, for a total of 48 persons. Data for this research were collected and analyzed through a group process technique. At the end of the group meetings, the author came toa conclusion that the participatory strategic plan approach, which was developed from the socio-economic of the western free market system, is applicable to the Lao PDR, which is a socialist country under one single political party. However, it was noted that there were some cultural differences between the two social milieus. Lao people need more information and encouragement to express and share their ideas during the strategic planning process.
