บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์คือ 1) เพื่อศึกษาการเปลี่ยนแปลงการใช้ประโยชน์ที่ดินของเกษตรกรผู้ปลูกข้าว 2) เพื่อศึกษาผลจากการนำนโยบายช่วยเหลือและสนับสนุนเกษตรกรผู้ปลูกข้าวของรัฐบาลไปปฏิบัตินับตั้งแต่ฤดูการผลิต 2562/2563 ถึงฤดูการผลิต 2564/2565 และ 3) เพื่อศึกษาเงื่อนไขนอกเหนือจากการนำนโยบายช่วยเหลือและสนับสนุนเกษตรกรผู้ปลูกข้าวของรัฐบาลไปปฏิบัติที่ส่งผลต่อการเปลี่ยนแปลงการใช้ประโยชน์ที่ดินของเกษตรกรผู้ปลูกข้าว กรณีศึกษาบ้านเม็กดำ ตำบลเม็กดำ อำเภอพยัคฆภูมิพิสัย จังหวัดมหาสารคาม ผู้วิจัยใช้แบบสอบถามและแบบสัมภาษณ์ในการเก็บรวบรวมข้อมูล และวิเคราะห์ข้อมูลโดยการแจกแจงความถี่ ค่าร้อยละ และค่าเบี่ยงเบนมาตรฐาน การวิจัย พบว่า มีทั้งเกษตรกรที่มีการเปลี่ยนแปลงและไม่เปลี่ยนแปลงการใช้ประโยชน์ที่ดิน โดยกลุ่มเกษตรกรที่ไม่มีการเปลี่ยนแปลงการใช้ประโยชน์ที่ดินทั้งหมดใช้ที่ดินในการปลูกข้าว ส่วนกลุ่มเกษตรกรที่มีการเปลี่ยนแปลงการใช้ประโยชน์ที่ดินได้เปลี่ยนแปลงการใช้ที่ดินใน 2 รูปแบบ ได้แก่ การทำเกษตรทฤษฎีใหม่ และการปลูกพืชหลังจากการทำนา เมื่อศึกษาผลที่เกิดขึ้นหลังจากที่มีการนำนโยบายช่วยเหลือและสนับสนุนเกษตรกรผู้ปลูกข้าวของรัฐบาลไปปฏิบัติ เกษตรกรผู้ปลูกข้าวในหมู่บ้านเม็กดำส่วนใหญ่ไม่มีการเปลี่ยนแปลงการใช้ประโยชน์ที่ดิน แต่จะมีการทำเกษตรหลังนาเพื่อรอการผลิตฤดูถัดไป เงื่อนไขที่ส่งผลต่อการเปลี่ยนแปลง/ไม่เปลี่ยนแปลงการใช้ประโยชน์ที่ดิน ได้แก่ เงื่อนไขด้านธรรมชาติ เช่น การขาดแคลนน้ำในการผลิต สำหรับเงื่อนไขที่ไม่มีผลต่อการเปลี่ยนแปลงการใช้ประโยชน์ที่ดิน ประกอบด้วย เงื่อนไขด้านเศรษฐกิจ (เช่น การเพิ่มขึ้นของราคาปุ๋ยเคมี การเพิ่มขึ้นของราคาน้ำมัน เป็นต้น) เงื่อนไขด้านสถาบัน (เช่น การมีหรือไม่มีกรรมสิทธิ์ในที่ดิน นโยบายการจัดสรร จัดรูปที่ดิน เป็นต้น) เงื่อนไขด้านสังคมและวัฒนธรรม (เช่น ความรู้ความเข้าใจเกี่ยวกับการใช้ที่ดิน เป็นต้น) และเงื่อนไขด้านเทคโนโลยี (เช่น การเข้าถึงข้อมูลเพื่อพัฒนาการใช้ที่ดินเพื่อการเกษตร เป็นต้น)
