Development of Management Model for Educational Quality Development and local Development Project: A Case Study of Dhonburi Rajabhat University is the Mentor Institution

Abstract

This research aimed to study: 1) the status, encourage factors and obstacle factors of projects management during the year 2019 of Thonburi Rajabhat University as a Mentor Institution in development educational quality and development locality 2) developing the management model for educational quality and local development. This research conducted by document study, interviewing 40 participants who are school administers, school teachers for 20 persons and university project’s managers for 20 persons. The research data corrected by 4 interview forms. The validity of all research tools had been checked. The data had been analyzed and summarized content and create inductive conclusions based on the grounded theory to make a define elements of the pattern according to the conceptual system theory by discussion group of 10 informants and research staff of Thonburi Rajabhat University.

             The results were that: 1) The status of mentor projects were 20 training programs as learning management programs, media and technology usage programs, curriculum and teaching programs, research skills for learning development programs and educational psychology programs. 2) the encourage factors showed that most participants are satisfied with the project implementation at the highest level. The aspects show that the project manager have capacity of managing projects well, the trainer have namely??? and knowledge, enough budget by government support, used school place and equipment for training, management process using a systematic quality cycle as the PDCA to organizing projects. 3) The obstacle factors are the number of teachers attending in training program always change impacted to government budget system as a problem, communicating between project manager and school personal section are not stable, and the technology and internet at some school did not really consistence for training. 4) the model development are in the 5 components as: part 1 inputs, part 2 processes, part 3 production / results, part 4 encourage factors and part 5 obstacles factors. This model accuracy test by a group discussion of informants and research staff founded that the model have efficiency and effectiveness.
