“Song Khao, NuengLae, SaeRern”: The Fishery Resource Co-Management in HuaKhao Community, HuaKhao Sub-District, Singhanakhon District, Songkhla Province

Abstract

This research aimed to investigate fishery resource co-management in the northern part of Songkhla Lakein Songklhla province, which covers Hua Khao Daeng and Hua Khao Kieow areas. These areas 4 villages: Ban Hua Khao; Ban BorLaah; Ban Mai; and Ban Chai Hin. Field data collection was conducted through an in-depth interview with 19 participants, focus group discussion, participant observation, and workshop.
The finding shows that fishers in the study area had changed the productionmode influenced by marketing mechanism and state intervention in which the state is the sole authority in managing fishery resource from 1961 to 2007. The use ofdestructive types of fishinggear consequently deteriorated fisheryresources and mangrove forest. Overfishing leadstoshortage of fishery resources. From 2014 to 2018, the communities have placed the importance on the sustainable management involving local participation. The co-management concept was adoptedand developed. The MOU was signed between concerned parties. “Song Khao, NuengLae, SaeRern” model was formed as a pilot project in fishery resource management to operate in the area in order to ensure the suitability of community context and fishery resource system. The project also serves as a case study for development in other areas of similar contexts.
