“สองเขา หนึ่งเล เสเริน”: การจัดการทรัพยากรประมงร่วม ในชุมชนหัวเขา ตำบลหัวเขา อำเภอสิงหนคร จังหวัดสงขลา

บทคัดย่อ
4 หมู่บ้าน ได้แก่บ้านหัวเขา บ้านบ่อหลา บ้านใหม่ และบ้านชายหิน ซึ่งตั้งอยู่ริมทะเลสาบสงขลา
ในจังหวัดสงขลา การรวบรวมข้อมูลภาคสนามใช้วิธีการสัมภาษณ์แบบเจาะลึกผู้ให้ข้อมูลหลักจำนวน
19 คน การสนทนากลุ่มย่อย การสังเกตแบบมีส่วนร่วมและการประชุมเชิงปฏิบัติการ ผลการวิจัยพบว่า ในช่วงปี พ.ศ. 2504 - 2550 ชุมชนหัวเขามีการปรับเปลี่ยนวิถีการผลิตผ่านกลไกตลาด โดยรัฐมีอำนาจในการจัดการทรัพยากรประมงเพียงฝ่ายเดียว แต่มีปัญหาการทำประมงโดยใช้เครื่องมือประมงแบบทำลายล้าง ส่งผลให้ทรัพยากรสัตว์น้ำและป่าชายเลนเสื่อมโทรม อันส่งผลต่อภาวะความขาดแคลนทรัพยากร จนกระทั่งเกิดการรวมตัวของชุมชน โดยในช่วงปี พ.ศ. 2557 - 2561 แกนนำชุมชนเล็งเห็นถึงความสำคัญของการมีส่วนร่วมในการจัดการทรัพยากรประมงร่วมอย่างยั่งยืน จึงมีการพัฒนากลไกการจัดการร่วมและมีการทำบันทึกข้อตกลงความร่วมมือเพื่อการจัดการทรัพยากรแบบมีส่วนร่วม (Co-Management) โดยการนำรูปแบบ “สองเขา หนึ่งเล เสเริน” มานำร่องในการจัดการทรัพยากรร่วมระหว่างภาคีต่าง ๆ เพื่อให้สอดคล้องกับบริบทชุมชนและระบบทรัพยากรประมงในพื้นที่ทะเลสาบสงขลา อีกทั้งยังสามารถนำไปเป็นกรณีศึกษาสำหรับปรับใช้พื้นที่อื่น ๆ ที่มีบริบทคล้ายคลึงกันได้อย่างเหมาะสม
